- Meeting Overview:
The Ventnor City Council convened on March 28th, 2024, where several decisions were made, including the reappointment of Dino Cavalier as the new construction official and the awarding of a signal synchronization project to Ferazi Concrete designed to enhance traffic flow and pedestrian safety. Additionally, the council discussed the extension of an interlocal agreement with Longport for code official services and addressed local concerns regarding traffic safety on Edgewater Avenue.
At the forefront of the council’s agenda was the public safety concern raised by a resident regarding Edgewater Avenue. The resident, Nicole Jacob, highlighted the dangers posed by speeding vehicles, particularly to children and pedestrians. In response, the council engaged in a dialogue about the street’s challenges and considered measures such as conducting a speed analysis and installing speed radar signs to mitigate the issue. The chief of police contributed to the discussion, and the council members expressed a commitment to improving safety and informed the resident of their intentions to take action.
Another matter involved the official appointment of Dino Cavalier as the new construction official, succeeding the retired Jimmy Anneso. The resolution was met with positive remarks.
Further enhancing the city’s infrastructure, the council awarded the Ventnor Avenue signal synchronization project to Ferazi Concrete. This initiative, with a budget not exceeding $2,938,363.75, aims to upgrade drainage systems, streetscapes, and facilities for sight-impaired individuals while improving overall traffic flow and pedestrian safety. The design follows the precedent set by a similar county project from the previous year.
The council’s discussion also turned to an extension of the interlocal agreement with Longport regarding the sharing of code officials. The revised agreement provides for an additional three months at a rate of $10,000 per month, allowing Longport time to secure their own services or a third party. This renegotiated contract is set to alleviate the workload on Ventnor’s Construction office and enhance operational efficiency.
Among the contractual matters, the council also delved into the authorization of several service agreements. These included HVAC maintenance services, restrictions on parking on the boardwalk during specific events, and the ratification of rates, charges, and fees for the recreation department. Moreover, the council discussed the awarding of a contract for a new generator at the Public Works complex and the authorization to purchase an F-150 pickup truck for the water sewer department.
The meeting also tackled the issue of tax abatements for several homes throughout the city. The council considered ordinances related to these tax abatements, which aim to incentivize building activity and provide financial benefits to the city.
In addition to these points, the council addressed the adoption of previous ordinances. Notable adoptions included a green purchasing policy, the establishment of salary ranges for city employees, the dissolution of an ad hoc committee, the setting of lifeguard salaries, and amendments to traffic regulations including no parking on street ends.
The council paid tribute to the community by observing a moment of silence for a local lifeguard who had passed away. The Ventnor City Police Department also received commendation for achieving reaccreditation for the fifth time from the director of the New Jersey State Association of Chiefs of Police Accreditation Commission, highlighting the department’s status among state law enforcement agencies.
In the vein of transparency and accuracy, the council clarified potential misinformation regarding the impacts of certain ordinances.
Furthermore, the council approved the appointment of Roger McLaren as the zoning official, recognizing his expertise and previous contributions to the planning board. The competitive nature of the zoning officer position was acknowledged, and discussions regarding the appropriate designation were held.
The meeting concluded with routine approvals of minutes, bills, and payroll and a public comment period that provided a platform for community engagement. The council members also took the opportunity to inform residents about changes in voting locations. The session ended without the need for an executive session or a motion to adjourn.
