- Meeting Overview:
At a recent Revere Zoning Board of Appeals meeting, the board addressed two applications: a proposal to convert a single-family dwelling into a two-family home with an in-law apartment on Beach Road, and a request by Apex Capital Partners Inc. for an additional six-month extension to execute plans for subdividing a property on Mountain Avenue.
The first matter involved a variance request from homeowners, represented by contractor Isaac Reyes, who sought approval to transform their existing single-family home into a two-family residence to create an in-law apartment for their teenage children. The key issue was the lack of adequate parking spaces required by the city ordinance. Currently, the property can accommodate only one vehicle, whereas four are needed according to the zoning requirements for a two-family dwelling. During the public hearing, concerns were raised about insufficient parking and the potential increase in vehicles that a two-family dwelling could bring. Additionally, a counselor mentioned receiving calls from residents opposed to the change without a community meeting to discuss the potential impact on the neighborhood.
The board raised questions about the history of the property and the unfinished state of the proposed in-law apartment. The contractor clarified that the basement is currently not equipped with a kitchen and is used for storage. He also provided potential solutions for creating additional parking space, which the board suggested should be explored with the engineering department during the continuance period. The matter was ultimately continued to allow for a community meeting and further investigation into parking solutions.
The second major item on the agenda was Apex Capital Partners Inc.’s request for an extension to finalize plans for subdividing a lot and constructing a new two-family dwelling. The project manager cited financial issues and interest rates as the cause for the delay but confirmed that financing had been secured and plan review was underway. The board, after ensuring there were no proponents or opponents present, granted the six-month extension.
