- Meeting Overview:
In a recent meeting, the Westport Climate Resilience Committee tackled a range of issues from the impact of extreme heat on public health to strategies for adapting local agriculture to climate change. The committee, which includes members with a diversity of expertise, engaged in discussions highlighting the importance of data-driven strategies to address climate change and its multifaceted impacts on the community.
The most pressing topic discussed concerned the comprehensive health risk analysis presented by a committee member. The analysis underscored the severe physical and mental health impacts of extreme heat events, particularly on vulnerable populations, including the elderly, children, and those with chronic illnesses. The presentation included projections showing a rise in days with temperatures exceeding 90, 95, and 100 degrees and a potential increase in Lyme disease cases. The analysis also brought to light the phenomenon of “Eco anxiety” among middle and high school students, linking mental health to climate-induced stressors.
The committee explored the criteria for vulnerability to extreme heat events, discussing factors such as pregnancy, outdoor work, and inadequate income to afford air conditioning. Current measures to combat heat effects, such as the operation of a cooling center and a police call-in program, were reported, but the committee stressed the need for better coordination among town departments, as well as increased outreach and education. They proposed expanding infrastructure to address extreme heat, including the distribution of air conditioning and the strategic location of cooling centers.
The discussion then moved to the agricultural sector’s challenges and adaptations in the face of climate change. The report presented by the agricultural committee provided a detailed examination of localized climate change risks, such as increased storm severity, sea level rise, and warming oceans. The committee outlined the impacts on agriculture, forestry, shellfishing, aquaculture, and fishing, including drought, flooding, soil erosion, and livestock stress, which could lead to food insecurity.
Strategies for agricultural adaptation were a focal point, with suggestions to improve soil health, manage water resources, and diversify farm enterprises. Education and public awareness were identified as crucial for enhancing local food production, with initiatives like expanding Victory Garden-like planting programs. Forestry strategies emphasized the importance of maintaining windbreaks and old growth forests, while aquaculture discussions included the restoration of shellfish habitats and the mitigation of storm damage through oyster beds.
Debate arose over the use of Representative Concentration Pathways (RCPs) for temperature projections, with some members questioning the use of RCP 8.5 and calling for the consideration of lower RCPs. This highlighted a broader debate over how to prioritize actions and resources based on relative risk assessments and the most significant threats to the community.
The meeting also addressed the pilot project for planting eelgrass off East Beach and the need for a report that reflects consistent data on temperature and precipitation rise. The committee stressed the importance of citizen involvement and a robust outreach and engagement plan. They also discussed the need for improved communication among boards and committees to ensure a unified approach to climate resilience.
