- Meeting Overview:
The Treasure Island Planning Agency meeting primarily focused on the proposal of a new public parking lot on Sunshine Lane, which spurred a discussion on environmental impacts, community concerns, and zoning regulations. The applicant, Braio Gales from High Point Engineering, presented the project, stating the lot’s compliance with regulations and its shift from a previously approved private parking lot in 2019 to a public facility. Members of the community and the board raised various concerns including the potential increase in traffic, environmental degradation, and the impact on the nearby Sunshine Beach.
The proposed parking lot, slated to accommodate 46 vehicles including two handicap spots, was discussed with respect to its compliance with the zoning district regulations and the city’s comprehensive plan. Board members inquired about the enforcement of regulations concerning recreational vehicles and the handling of gasoline spills or oil, considering the lot’s proximity to environmental areas. The applicant assured the board of measures like a drainage pond to collect pollutants and periodic inspections.
Questions were also raised about the parking lot’s potential to generate congestion on Gulf Boulevard and its effects on traffic flow. A representative from Eastman Equity voiced concerns about the impact the vacation of a section of Sunshine Lane would have on traffic and access, prompting a discussion on the possible change of the lane from two-way to one-way traffic.
The board also deliberated on the proposed vacation of Sunshine Lane, which was clarified by the applicant as a means to facilitate circulation, not to increase parking space. The board sought assurances regarding signage and access to adjacent properties in light of these changes. The applicant discussed the intended cooperation with public works and the city to ensure adequate signage for the proposed parking lot.
In addition to the parking lot debate, the meeting addressed a proposed five-story parking condo hotel structure. The applicant highlighted compliance with city regulations and improvements to the property, with board queries on bar facilities and rooftop access. The staff report confirmed the property’s alignment with land use and zoning, and the board approved the site plan with conditions.
Another development in the meeting was the discussion on a four-story, four-unit multifamily structure proposal. The applicant assured the board of their intention to maintain high design standards and live on the property. The site plan was unanimously approved with conditions related to permits and utilities.
The meeting also tackled potential changes to the city’s codes. Amendments to the building code and flood plain management regulations were reviewed, focusing on the removal of redundant sections and the referencing of the current Florida building code. The inclusion of terrain modification in the updated Land Development Regulations code was debated, with concerns about its impact on growth and investment in Treasure Island.
Furthermore, the meeting delved into proposed ordinances related to the terrain modification manual and fire codes. Definitions and requirements for substantial improvement and building elevations were discussed, with attention to distinctions between modular and manufactured homes.
Long-time resident Chuck Newman shared trepidations about the area’s changing character due to development, while other speakers supported the improvements. The applicant, Ali Madani, also addressed the board, underlining intentions to live on the property and the importance of its upkeep.
