- Meeting Overview:
In an urgent special meeting, the Atlantic County Board of Commissioners approved a resolution authorizing the County Executive to accept a grant of up to $1 million from the New Jersey Department of Community Affairs (DCA). This grant, part of the Local Efficiency Achievement Program (LEAP), is intended to offset costs associated with State Police summonses in municipalities not participating in the Central Municipal Court of Atlantic County. The grant’s acceptance was time-sensitive, with a hard deadline of July 11, necessitating the meeting’s short notice.
The emergent meeting, called due to the sudden notification of the grant by the state DCA on July 8, was convened to prevent the loss of significant funding for the municipal court. The Commissioners voted unanimously to authorize the meeting without adequate notice, acknowledging the exceptional circumstances. The grant is anticipated to have a substantial impact on the court’s capacity to manage a high volume of cases and maintain essential services.
During the meeting, a comment from the public expressed appreciation for the recognition of the need for additional funds, though it also highlighted the desire for more timely notice in the future. The urgency of the matter was underscored by the fact that if the grant agreement was not authorized by the stipulated deadline, the funding opportunity would be forfeited.
Judge Julio Mendez, the Assignment Judge of the Vicinage, spoke on the impact of the grant, detailing the challenges the Central Municipal Court has faced with handling State Police cases for nonparticipating towns. He noted that recent legislative changes, effective August 1, would see these cases returned to the respective towns. The LEAP grant funding is essential in this transitional phase to ensure that the court can continue to serve participating towns adequately while managing the remaining State Police cases.
