Once these approvals are secured, building permits must be applied for within 60 days, with construction expected to commence soon after. The first phase of the project is anticipated to be completed within 24 months. The council agreed on the importance of quarterly updates to track progress, with the option for more frequent communication as needed.
Traffic safety was another significant topic. The council considered a request from residents for a pedestrian crosswalk at the intersection of Angle and Hillside. This proposal was referred to engineers for evaluation. Concerns about left turns from Hillside onto Angle were also discussed, with suggestions for design modifications to enhance safety. John Jar, the traffic engineer, and the police chief were tasked with further evaluating the situation.
In addition to these discussions, the council addressed the installation of wayfinding signs throughout the borough, with completion expected by mid-August. The Asian-American Youth Council’s request to co-sponsor the Korean Heritage Day on October 26 at Tenafly Middle School was approved, requiring the borough to provide a Certificate of Insurance from their General Insurance Fund (GIF) to the school.
Public comments included inquiries about the Clinton redevelopment project, which involves an assisted living facility and renovations to an existing hotel. The project will feature a public restaurant and catering facilities, with hotel renovations required to be completed before the assisted living center can receive occupancy certification.
Concerns about the CSX railroad crossing were also raised, highlighting debris and overgrown vegetation that posed aesthetic and safety risks. The council committed to addressing these issues with the relevant authorities.
A significant portion of the meeting was devoted to infrastructure updates. The council discussed a federal grant of $1.6 million aimed at dredging and cleaning the Tenakill Brook, a project long overdue due to persistent flooding issues. The process of accessing the funds involves a bond ordinance to secure financing after identifying specific areas needing work. Additionally, the Riverside Co-op paving project is expected to be completed by mid-August, and the contractor for the Roosevelt Common sports courts is set to begin mobilization by August 26.
The council also discussed a bamboo ordinance rewrite, proposed by attorney Wendy. The revised ordinance is expected to be discussed at the council’s first meeting in September.
Another notable agenda item was the Memorial bench donation and maintenance trust. The proposed cost for procuring a bench was set at approximately $2,500, with a total fee of around $5,000 to ensure adequate maintenance funds. The council considered the need for a policy to outline donation parameters and bench placements in various parks, seeking to create a flexible system for future placements.
The condition and potential of the courtyard area adjacent to the municipal building and library were also discussed. A council member expressed enthusiasm for the community’s engagement with a recently completed mural by a local artist, sparking interest in utilizing the courtyard more effectively. Suggestions included placing picnic tables and benches to encourage community use. The council discussed inventorying existing furniture and possibly improving the space’s landscape to enhance usability.
Several resolutions were also addressed, including Resolution 24-345 concerning a wireless facility and Resolution 24-349 on salary increases. The council deliberated on hiring practices related to salary steps, emphasizing the importance of attracting qualified candidates. Resolutions R24-324 through R24-343, R24-345 through R24-348, and R24-350 through R24-364 were passed unanimously.
Ordinances were another focal point. Ordinance 24-16, amending land development regulations, was passed after some deliberation. Ordinance 24-17, concerning salaries for supervisory and administrative employees, and Ordinance 24-18, fixing salaries for non-represented employees, were also adopted.
In committee reports, a council member mentioned Susan Turman, part of a COVID-19 memorial initiative. The council discussed communicating with the community to compile a list of names of loved ones who had passed.
Planning board approvals for a development project on West Railroad Avenue were also discussed, transforming a former junkyard into a residential building with commercial space. Concerns about increased traffic and the need for robust traffic studies were raised.
