- Meeting Overview:
The Summit City Council meeting featured discussions on gas infrastructure improvements, public safety initiatives, and a farewell to Council President Lisa K. Allen.
The meeting began with a detailed presentation by Matthew Rose of PSEG regarding ongoing road work related to gas infrastructure improvements. Rose explained the Gas System Modernization Program, which aims to upgrade aging gas lines, noting that over 1,800 miles of gas main have been replaced across New Jersey, including in Summit. Rose highlighted the program’s extension, with additional work scheduled for the fall and the following year.
Eric Adams, a senior construction supervisor, provided specifics, mentioning that 13.3 miles of gas main are slated for replacement in 2024, along with 600 service replacements, and 11.6 miles in 2025 with 950 services planned. Adams detailed the benefits of the upgrades, including reduced leaks and methane emissions, enhanced safety, and improved emergency access by relocating gas meters. Residents were assured that the city would effectively communicate updates on the project’s progress.
Concerns were raised about the condition of roads post-restoration, with particular reference to Morris Avenue, where the street had been left uneven after recent paving. A council member emphasized the need for roads to be restored to a flat state, encouraging residents to report any issues to a designated phone number.
The discussion also covered the scheduling of work around local schools. A council member questioned the timing, noting that the project coincided with the start of the school year. The representative from PSEG acknowledged the logistical challenges and suggested that better coordination with school administrations could have facilitated a more efficient timeline.
Following the infrastructure discussion, the mayor presented a proclamation honoring the Summit Volunteer First Aid Squad for their vital public service since 1962. The squad responded to over 2,300 emergency calls in the previous year, contributing approximately $2 million in savings to the city annually. Deputy Chief Laura Ven Avento and Chief George She expressed gratitude for the recognition and stressed the need for more volunteers to sustain operations amid declining numbers in emergency medical services nationwide.
The meeting also addressed the emergency contract for cleanup at the Tatlock Fieldhouse, which had experienced significant water leakage. The Director of the Department of Community Services (DCS) informed the council that the building was unsafe due to water leaking through light fixtures. An emergency contract worth $77,566.86 was proposed to Servpro of Central Union County, exceeding the city’s bid threshold and requiring authorization. Council members expressed frustration over the longstanding issues with the building, highlighting the need for better maintenance and communication practices.
In addition to infrastructure and safety topics, the council unanimously voted to appoint Nicole Siwicki as the new Parking Services Director. Council members praised her qualifications and interim contributions, noting her experience and aptitude in working with existing employees.
The finance section of the meeting saw Councilman Andy Minegar present the resolution certifying the 2023 audit review, which received a solid assessment with only one recommendation for improvement. Minegar moved to adopt a corrective action plan addressing discrepancies related to off-duty police services billing. The council expressed appreciation for the CFO’s diligent work in maintaining a clean audit and emphasized the importance of the audit document for future budget preparations.
During public comments, a resident questioned the transparency surrounding settlement agreements involving city employees, urging increased clarity on the nature and financial implications of these settlements. A council member explained that settlements are typically prudent measures to avoid litigation, assuring that they are not indicative of systemic issues within the city.
The meeting also featured an emotional farewell to Council President Lisa K. Allen, who announced her resignation after three and a half years of service. Colleagues expressed gratitude and shared personal anecdotes, highlighting her kindness, effective leadership, and contributions to the council. Allen’s departure was marked by tributes and recognition of her impact on the community.
