She noted that while both shingle and metal roofs existed in the area, the proposed change would alter the streetscape’s appearance.
The board deliberated on whether the switch from shingles to metal would impact the building’s visual context. Lanford emphasized that the historic features of the building should be preserved, even though the existing roof was likely not original and therefore not considered historically significant. The staff recommended denying the application but suggested imposing conditions if the board decided to approve it. These conditions included maintaining the historic roofline and requiring that a building permit be issued within three years.
Board members questioned the appropriateness of a standing seam metal roof for a house constructed around 1926 or 1927. Lanford confirmed that such roofs were not uncommon for that period. The applicant argued that a metal roof would enhance the property’s value and withstand storms better than the existing shingles. She assured the board that the new roof would maintain the same pitch and visual appearance as the current roof.
The board’s discussion included concerns about the visual impact of the new roof and the necessity of preserving the integrity of historic properties. One member remarked on the importance of compliance with approved plans during the construction phase, highlighting past issues with oversight between the planning and building departments. Staff responded that new measures were being implemented to ensure adherence to approved designs before final permits were issued.
Ultimately, a motion to approve the roof replacement with the recommended conditions was put to a vote. All present members voted in favor, and the application was passed with the stipulation that the historic roofline be maintained and that a building permit be obtained within three years.
