- Meeting Overview:
In a recent meeting, the Raritan Planning Board deliberated over issues, including a proposed ordinance to prohibit shipping containers throughout the township and the allocation of funds for traffic studies on Pennsylvania Avenue and River Road.
The most pressing topic discussed was the ordinance to amend Section 296-131 of the township code, which aims to prohibit shipping containers in all zones. The board received the ordinance for consistency review from the township committee. The township planner explained that the prohibition addresses concerns about residential properties using shipping containers for storage, leading to hoarding and unsightly conditions. The ordinance also seeks to regulate the use of tractor trailers for storage, which is currently not permitted.
Board members raised several questions about the ordinance, particularly concerning the timeline for storage and potential exceptions. One member pointed out that defining a clear timeline is essential, especially given the current supply chain issues and the need for temporary storage solutions during extraordinary circumstances like port strikes. The board attorney confirmed that the board could recommend specific improvements to the ordinance, such as defining “stationary location” and including provisions for temporary storage under certain conditions.
The board reached a consensus to suggest these recommendations to the township committee, finding that the ordinance is not inconsistent with the master plan. They also agreed to have the recommendations reviewed by members with expertise in logistics before submitting them to ensure clarity and practicality.
Another topic was the request to use planning board funds for traffic studies in the township. The studies aim to evaluate roadway conditions and traffic patterns on Pennsylvania Avenue and River Road, addressing concerns about overweight trucks, speeding, and overall traffic safety. The board discussed the importance of these studies for making informed decisions about changes in speed limits and weight restrictions on the roads.
After confirming that there were sufficient funds available, the board approved the allocation of funds for the two traffic studies. Members agreed that the studies are an applicable use of the funds and will provide valuable data to improve traffic conditions.
The meeting concluded with a brief mention of future plans to request funding for a complete circulation plan and an updated storm water management master plan element. The board plans to send a memo to the township committee to initiate these projects, which are important for the township’s long-term planning and sustainability.
