The board’s deliberations centered on COGIC’s application to increase its diesel fuel storage capacity in a Tier 2 Wellhead protection area, crucial for maintaining data center operations during power outages. Architect John Jacobs provided detailed testimony on the proposed use of double-walled “belly tanks” for safe fuel storage atop generators. He emphasized that these tanks, designed to contain leaks within a sump, operate without pressure, reducing the risk of combustion compared to gasoline. Jacobs reassured the board of compliance with safety regulations, including noise and fire suppression measures, such as mufflers for noise reduction and a fire suppression system that remains inactive unless needed.
Concerns were raised about the safety of indoor fuel storage compared to outdoor options. Jacobs noted that while outdoor storage is economically favorable, site constraints and design choices necessitated indoor storage. The board also examined the installation of six additional generators, increasing the site’s diesel storage to 54,500 gallons, and the addition of six new transformers. Engineer Joseph Yanniucci described the placement of these transformers on concrete pads at the property’s rear, complemented by protective bollards and minor grading adjustments to accommodate site elevation differences.
Simultaneously, the board examined whether these transformers should be classified as accessory structures, which would require additional variances. While generators were previously classified as such, there was no clear precedent for transformers. This ambiguity prompted a suggestion for zoning officer consultation, though it was not pursued further. The applicant proposed removing four parking spaces to offset the increase in impervious surfaces due to the new installations, noting that the site was over-parked with 92 spaces against a requirement of 13.
The board also addressed an application from Out Advertising LLC for a new billboard on Fany Road. The design included recessed diodes to limit visibility and mitigate light dispersion, with the billboard’s height set at 60 feet after the removal of a height variance request. The board approved the need for a C variance for a rear yard setback and ensured the inclusion of conditions for community involvement in the resolution to be drafted for a subsequent meeting.
During the meeting, public comments and correspondence were reviewed, resulting in rescheduling several applications. In addition, applications for a deck and stairs construction, pharmacy operation, and a billboard on Littleton Road were discussed and approved. The board specified operational hours for the billboard and ensured it would be equipped with light mitigation technology to reduce neighborhood impact.
As the meeting concluded, the board approved an application for a two-story single-family dwelling on Beachwood Road, requiring a C variance due to non-compliant front width and garage size. The applicant justified the broader driveway for traffic ease, leading to a favorable board vote.
