Union Township Zoning Board Approves New Childbirth Education Facility and Digital Signage
- Meeting Overview:
The Union Township Zoning Board meeting concluded with the unanimous approval of a proposal by TNR Holdings LLC to repurpose the basement of their Route 22 West property into a childbirth education facility, along with the installation of a new digital sign. This decision supports enhanced community services without altering the building’s footprint or impacting existing medical operations.
The primary focus of the meeting was the detailed proposal concerning the TNR Holdings property, formerly a site of various businesses and now functioning as a birthing center. The applicant’s attorney, Steven Hail, elaborated on the property’s history and the necessity of repurposing the basement into a training area. The proposal is designed to complement existing medical services provided on the main floor, with the training sessions scheduled to avoid conflicts with regular medical operations.
David Buckman, the project’s architect, outlined the minimal structural changes planned for the basement, including new lighting and drywall, while maintaining the current building layout. Buckman emphasized that the facility would cater to small groups, typically comprising a midwife and a couple. He assured the board that these sessions would be scheduled outside regular business hours, minimizing traffic and maintaining confidentiality.
Professional planner Nicholas Graviano provided planning justifications for the project, highlighting the educational benefits for the community. He noted that the classes would operate by appointment, limiting the number of participants at any one time. Graviano pointed out that this application is an extension of a previously approved variance for the medical facility, promoting public health by educating expectant parents.
Graviano addressed the need for variances, particularly concerning signage. The proposed digital sign would increase the previous size limit from 50 square feet to 97 square feet. He argued that improved visibility was necessary for public safety and in line with municipal land use objectives. The sign, designed not to flash, would advertise the childbirth education classes and birthing center, maintaining the current placement to avoid neighborhood disruption.
Parking was another minor point of contention, as the facility provided 37 spaces, two fewer than required. However, Graviano assured the board that this deficiency was negligible and would not impact the zoning plan. Board members raised questions about potential conflicts during peak operation times, but the applicant’s representatives addressed these concerns, emphasizing the careful scheduling of training sessions.
The board members responded positively to the proposal, recognizing the community benefits of transforming storage space into a functional educational facility. The plan was lauded for its potential to enhance public welfare without infringing on residential tranquility, given the property’s strategic location along Route 22.
