Among these, a notable $430,000 grant is designated for the North Avenue Improvement project, which will focus on streetscape enhancements and decorative lighting between Jackson Street and the Plainfield border. Additionally, a substantial grant of $646,000 from the NJDOT State Streets Program will be utilized to replace sidewalks along South Washington Avenue, thereby improving pedestrian access to transit routes. The council also secured a $46,800 grant for improvements on Second Street.

Despite the funding, it was noted that these projects generally follow a two-year completion cycle due to existing financial obligations and timelines. The council attributed the successful grant acquisitions to strong community engagement efforts, the development of a climate resiliency plan, and productive collaboration with state agencies.

In addition to infrastructure improvements, the council introduced a shared services agreement with the Dunellen Board of Education to enhance public safety. This agreement includes the provision of a school resource officer, with an amendment allowing the officer to assist with traffic flow during school drop-off and pick-up times. This initiative, unanimously supported by the council, underscores a commitment to safeguarding students and managing traffic in school zones.

On the legislative front, the council addressed several ordinances and resolutions. Ordinance 2024-32, which repeals and replaces Chapter 211 concerning pedaling and soliciting, was adopted to better regulate for-profit solicitations while excluding political campaigns, nonprofits, and religious entities. The council also introduced ordinance 2024-33 concerning handicapped parking space allocation, prompted by urgency from a resident’s request.

The council tackled Resolution 349, which involved transitioning animal control services from Edison to Animal Control Solutions LLC. While there was confidence in the new provider, concerns were raised about potential response times due to the provider’s distance from the borough. The council emphasized the need for clear communication to residents regarding the change in service provider.

Resolution 355 sparked discussion regarding the regulation of chicken keeping within the borough. The ordinance permits a maximum of five chickens per household, with inspections to ensure compliance. Concerns about fencing requirements were addressed, and the council confirmed that chicken coops require proper distancing from neighboring properties. This ordinance passed unanimously after thorough consideration.

In other council business, a proclamation was read recognizing the Dunellen Police Department for its 100th anniversary. This milestone highlighted the department’s evolution since its establishment in August 1924. Mayor Jason F. Cilento expressed gratitude for the department’s service in maintaining public safety.

The council also reviewed recent drone sightings within the borough, noting that while no official police reports had been filed, residents were encouraged to report any suspicious drone activity to the New Jersey Office of Homeland Security and Preparedness.

Council Member updates included information about the operational status of the Viking security call box system in the police lobby and court chambers, as well as ongoing security enhancements at borough parks. Additionally, the Department of Public Works reported on routine maintenance activities, such as leaf cleanup and debris removal from local streams, as well as preparations for winter operations.
