- Meeting Overview:
The Revere Zoning Board of Appeals conducted a meeting addressing several applications, most notably granting a variance for a transformative industrial project on Lee Burbank Highway. This state-of-the-art warehouse development promises reduced traffic, increased tax revenue, and environmental enhancements. Other matters included parking variances for residential properties and a home expansion request, all underscoring the board’s adaptive approach to urban challenges.
The most notable development discussed was the proposal for a state-of-the-art warehouse along Lee Burbank Highway. This initiative sought variance relief to construct a modern industrial building that would consolidate previously neglected parcels into a single, cohesive unit. The project promises to enhance the aesthetic and functional aspects of the area. Plans include extensive landscaping with over 100 new trees to beautify the highway frontage, replacing dilapidated structures with a facility compliant with 2024 industrial standards. A critical component of the project is its design, which places the building towards the rear of the property, allowing for parking and loading areas to be situated at the front and sides. This layout not only ensures clear access for emergency vehicles but also contributes to traffic reduction, with engineers estimating a decrease of 335 vehicle trips per day due to the closing of six existing curb cuts.
The economic implications were emphasized, with a projected increase in tax revenue by 60 to 70%, potentially adding over $400,000 annually to city coffers. Support for the project was expressed by Ward One Councilor Joan McKenna and the Revere Chief of Planning and Community Development. Attorney Jerry de Bru, representing the project, dubbed it a “unicorn” for its potential environmental and financial benefits, further supported by the mayor’s office and the ward counselor.
The board’s discussion highlighted the project’s alignment with the city’s broader goals of economic revitalization and sustainable development. A motion to approve the variance was passed unanimously, subject to standard conditions that include a three-year exercise period and recording requirements at the county registry of deeds.
In residential matters, the board reviewed an application from Elion Samoa concerning parking variances on View Street. Samoa sought approval to maintain two parking spaces in the front yard of a two-family house, as existing street parking is scarce. The board considered neighborhood conditions, including varying parking arrangements and the potential impact on emergency access. After a discussion, the board decided to continue the application, allowing Samoa to submit an updated plot plan to meet city requirements.
Another residential variance request involved Kyle and Dylan Russo. The proposal required relief due to minor non-conformities in lot frontage and size, exacerbated by recent zoning changes. Discussions focused on the practicality of the proposed adjustments, acknowledging the constraints posed by the angled lot shapes. The board elected to continue the matter to gather more information on parking dimensions and easements.
Lastly, the board approved a variance for Jason Santos to construct a third story on his home on Mountain Avenue. The additional living space was deemed necessary for the growing family, with assurances that the expansion would align with the neighborhood’s character. Board members recognized the financial and practical advantages of vertical expansion, leading to unanimous approval of the request.
