Howell Town Council Backs Farmers with New Ordinance Aligned with Right to Farm Act

In addition to the farming ordinance, the council recognized two young individuals, JJ and Quinn, for their contributions to congenital heart defect awareness. A proclamation was read, emphasizing the importance of awareness and research in addressing this prevalent birth defect affecting approximately 40,000 children annually in the U.S. Quinn shared his personal journey, having undergone surgery for a serious heart condition at just five weeks old. His mother shared photographs from a community walk to raise awareness, and Quinn expressed gratitude to those who supported him, including Trevor, who performed CPR during a critical moment.
The meeting also covered updates on local ordinances related to farm marketing and sales. The new ordinance allows farmers to engage in on-farm direct marketing without additional permits, provided they comply with existing regulations. Positive discussions with local farmers about adjustments to the special events on farms ordinance were noted.
An update regarding the town’s liquor license was shared, detailing the council’s preparations to bid on a remaining license with a minimum base bid of $275,000. The bidding process timeline was outlined, with bids to be published within the week and submissions expected in early April.
The council handled several routine administrative matters, including the approval of meeting minutes and resolutions related to town operations. Among these was the adoption of Ordinance 0-22, amending the township’s soliciting and licensing regulations, and Ordinance 0-23, which addresses facility fees. Both were passed without public comments.
Further, the council introduced Ordinance 0-25-4, adjusting salary ranges for certain township employees, and Ordinance 0-25-5, which aims to exceed municipal budget appropriation limits and establish a cap bank. The latter was introduced without opposition. The final ordinance discussed was 0-25-7, amending the zoning code regarding moderate and low-income housing overlay zones, introduced with unanimous support.
