Tarpon Springs Heritage Preservation Board Approves Signage and Window Changes, Discusses Community Initiatives
- Meeting Overview:
The Tarpon Springs Heritage Preservation Board recently convened to review applications for Certificates of Appropriateness concerning signage at a historic office and window replacements in a residential property. The board approved both applications after discussions on maintaining historical integrity while accommodating modern needs. Additionally, broader community initiatives related to home elevation projects were highlighted.
The meeting commenced with a discussion on an application for a Certificate of Appropriateness for installing signage on North Ring Avenue. The property, originally a residence built around 1915, is now used as an office within the Downtown Character District. The planning supervisor presented the application, detailing the proposed freestanding sign of 22 square feet and a smaller wall sign. The signs were designed to reflect the architectural style of the building, with elements such as a crossbar design that complements the front porch.
The planning supervisor assured the board that the signage’s size adhered to the district’s guidelines, being under the 24 square feet maximum for freestanding signs. Despite initial concerns from board members about the sign’s size, the applicant defended the dimensions, citing visibility issues due to nearby fencing. The design aimed to respect the historical character while ensuring functionality. After closing public comments and a brief acknowledgment of the design effort, the board voted unanimously to approve the application, contingent on the issuance of a building permit within three years.
Following the signage discussion, attention turned to another application concerning window replacements on Grand Boulevard. The property, a frame vernacular structure built around 1940, required updates to replace non-original windows with composite and vinyl alternatives. The board deliberated on the proposal’s impact on aesthetic and historical integrity. Caroline, who had visited the property, provided photographs and insights into existing features, including a potentially original Prairie style front door.
The applicants, Mike and Cassie Gallagher, presented their intention to replace various windows and doors, including a sliding glass door with a 15-light French door. They sought to enhance historical accuracy, moving away from inconsistent past updates. The board discussed material choices, approving composite windows for the front facade and vinyl for other elevations, aligning with guidelines when wood replacements are impractical. The staff recommended approval with a condition to preserve or donate the existing front door, which the applicants agreed to. The board’s motion to approve the application, including this condition, passed unanimously.
Beyond the primary agenda items, the board discussed the Elevate Florida program, an initiative aimed at assisting residents with construction challenges related to raising homes. Pinellas County leads in applications for this program, and the board encouraged community awareness, especially in the fruit bowl area. Members anticipated future applications related to home elevation projects and recognized the need for ongoing discussions about guidelines for raising homes.
