Titusville Community Redevelopment Agency Approves Comprehensive Space View Park Renovation Plan

This decision was backed by various members, who noted the importance of safety and emphasized that the park’s attractiveness would also improve with enhanced lighting.
One member pointed out that the project would require about 90 days for procurement and an additional six months for the lights to be ordered and installed. The timeline was a critical factor, as it allowed for efficient planning and execution while ensuring that both the lighting and landscaping components could be implemented in the same fiscal year.
The discussion also highlighted the need for a friendly amendment to ensure the project timeline was feasible. The consideration of a budget amendment at the next meeting would address any funding concerns.
A concern during the deliberations was the responsibility for park maintenance. While the CRA would bear the costs for the landscaping and irrigation, there were discussions about ensuring the county maintained the park adequately. The CRA’s working relationship with the parks director was noted as a positive factor, with the assurance that additional manpower could be requested if necessary.
Public input also played a role in the meeting. Lisa Moer, a resident, expressed support for option two, which prioritized landscaping over lighting. Moer raised concerns about potential budgetary constraints in future fiscal years.
Tony Shifflo, representing the Historic Norwood House and a member of the historic preservation board, supported a phased approach that would accommodate future additions while ensuring adequate maintenance of the landscaping. Shifflo’s comments linked the park’s renovations to a broader project related to midcentury modern architecture and the space program, emphasizing the park’s cultural significance.
The meeting concluded with a motion to approve the comprehensive option three, which was seconded and received a unanimous vote. The Vice Mayor confirmed there were no further discussions, and the meeting transitioned to petitions and requests.
In other business, the executive director provided an update on efforts to reduce traffic speed in downtown Titusville. Despite data from the Florida Department of Transportation (FDOT) and local police not supporting the notion of speeding concerns, the FDOT Secretary accepted an invitation to visit Titusville for a firsthand evaluation. The executive director humorously mentioned plans to take the Secretary for a beer to gauge speed perceptions, highlighting ongoing efforts to solicit public suggestions for improving the downtown area.
