Excel Recycling Fire Sparks Concerns Over Wetland Contamination, Says Westport Conservation Commission
- Meeting Overview:
The Westport Conservation Commission meeting addressed a range of environmental and regulatory issues, but the most concern was the recent fire at Excel Recycling on Shallow Road. The fire necessitated the use of over 10,000 gallons of water mixed with firefighting foam, raising fears about possible contamination of the local wetland system. Commission members were particularly concerned about the potential release of harmful substances into the environment and discussed the need for an immediate emergency response plan to mitigate the impact.
The seriousness of the situation at Excel Recycling dominated the meeting. The fire not only threatened the integrity of nearby wetlands but also highlighted the broader challenges of managing emergency responses in environmentally sensitive areas. Discussions centered on formulating a robust strategy to address contamination concerns, with a focus on ensuring prompt and effective action to safeguard the wetland ecosystem.
As the Commission grappled with the implications of the fire, the need for ongoing monitoring and updates was stressed, recognizing the potential long-term effects of the incident.
In addition to the fire incident, the Commission reviewed a proposal by Ron Alivera of the Vizaro Realty Trust for stormwater infrastructure improvements on Charlotte White Road. The project, which included grading within the buffer zone and a detailed erosion control plan, was designed to enhance stormwater management without impacting surrounding wetlands. The proposal went through a planning board review, and the Commission approved it contingent on obtaining the necessary permits and file numbers.
Another topic was the active notice of intent filed by Jonathan Levy for property improvements at 418G Drift Road. Levy’s application involved dock construction and other developments, but issues arose due to incomplete fees and outstanding orders related to previous mitigation efforts. The Commission expressed concerns about environmental impacts, particularly the dock’s location within the navigational channel and the potential obstruction caused by a proposed trash curtain. A decision was made to send a letter to Levy outlining these deficiencies and the requirement for a certificate of compliance before proceeding with new proposals.
The meeting also covered several financial matters, including bills for office supplies and services related to beach management plans. A significant bill from Woods Hole Group for $16,684, associated with beach management plans on East Beach and Atlantic A, was noted. The expenditure was part of a grant application for the project, which was pending public review. A meeting with East Beach residents was scheduled to discuss the plans.
A Chapter 61A release form for Dudley L. Milikin III and Dora Atwater Milikin was also discussed, with the couple deciding to maintain the property’s current designation. Additionally, a property sale letter from Foley, Hag, and Elliot was noted, featuring a positive outlook on the property’s intended use for a dog training facility.
The conversation turned to a letter from the Buzzards Bay Coalition to the Department of Environmental Protection’s drinking water supply division, requesting an extension for reviewing pump test results. Concerns were raised about the impact on cold-water fisheries, a topic not explicitly covered under existing regulations. Preliminary findings by hydrogeologist George Campbell suggested minor impacts, but a full conclusion was pending. The Commission considered the potential for a meeting with stakeholders to address these concerns comprehensively.
Both items were approved without opposition.
