Revere Debates 145-Foot Radio Tower for 911 Center Amid Community Concerns
- Meeting Overview:
In a recent meeting, the Revere Zoning Board of Appeals tackled topics, notably the proposed construction of a 145-foot communication tower for the city’s new emergency 911 center. This proposal drew considerable discussion, emphasizing the balance between improving public safety and addressing community concerns about potential impacts.
The proposed radio tower, intended to enhance communication capabilities for Revere and neighboring cities Chelsea and Winthrop, was introduced by Mayor Patrick M. Keefe Jr. He underscored the tower’s importance for regional safety, highlighting its role in maintaining reliable communications during emergencies when “seconds matter.” However, he also acknowledged community apprehensions about the tower’s visual impact, stressing that safety needs must be prioritized.
The technical intricacies of the project were further elaborated on by city officials, who explained the tower’s necessity for effective communication with existing infrastructure, including the Winthrop water tower and the Chelsea Soldiers’ Home. The variances sought, to exceed the maximum height and to place an accessory structure within the required side yard setback, were justified by engineering studies conducted over six months.
Despite the technical assurances, the proposal faced opposition from community members and Ward 4 city councilor Paulenzio, who argued that the community had been caught off-guard by the project. Concerns were raised about the tower’s visual impact on property values and potential health effects from radio frequencies. Calls were made for further studies and community engagement before proceeding.
In addition to the tower debate, the meeting addressed several other applications. Among them was the proposal by Chem’s Development Corp. to construct a six-story self-storage facility, which was withdrawn without prejudice. Meanwhile, a variance request for a parking pad by Jeremy Cosgrove was approved, allowing him to reconfigure his property to improve green space and parking access.
The board also approved a variance for a chicken coop on Malden Street, with conditions ensuring compliance with existing ordinances, and discussed Dana Lopez’s application for a mixed-use condominium building on River Beach Boulevard. This project was notable for its support from various city officials and its alignment with the city’s housing affordability goals. Tom Scroski, chief of planning and community development, emphasized the project’s role in addressing the city’s housing needs, while local residents expressed concerns about the criteria used for granting variances.
This approach was particularly evident in discussions about the communication tower, with motions made to postpone the decision for further examination and engagement.
