Oakland Borough Council Approves Key Public Works Projects and Weekend Construction

Kulmala also announced upcoming construction on Yapo Avenue, which will include drainage improvements and a full mill and repave from Yapo to McCoy Road, projected to span four to six weeks.
Public comments took center stage as a resident raised several issues. The resident voiced concerns about the status of sewer treatment plants, specifically the decommissioning of three plants, and questioned whether any new developments had connected to the new pumping stations. The resident highlighted a lack of communication about connecting his property to the new system, which had led to confusion and conflicting messages over the past three years.
The resident further criticized the firehouse sirens. He called for a review of the practice, citing the disturbances caused by the sirens, particularly on weekends. Lastly, the resident expressed frustration over a billing issue with the Department of Water, where a demand for payment of just seven cents had escalated to a potential lien on his property. He described the situation as absurd, given that the cost of the notice far exceeded the amount owed.
In other matters, the council authorized weekend construction work for McDonald’s, allowing them to begin at 8 a.m. after a debate among council members regarding the start time. Concerns were raised about noise and its impact on nearby residents, but the council ultimately settled on the 8 a.m. start.
Further, the council approved a consent agenda that included several raffle licenses for community events. These activities, such as a 50/50 raffle for the sports association of Oakland and a poker night by the Life Raft Group, are essential for fostering community engagement and support. The council recognized the importance of these events, unanimously approving the consent agenda.
The meeting also saw the introduction of an ordinance amending Chapter 8-3 of the borough code concerning cannabis licensing. The amendment focuses on penalties for operating without a license, with a public hearing for final adoption scheduled for October 14th.
Council committee reports highlighted various community initiatives. Councilwoman Carol Ann Rose reported on the arts committee’s outdoor market and an upcoming “trunk or treat” event, emphasizing its significance for individuals with special needs. The library’s report noted the resumption of regular activities, including preschool story times and young adult programs, as well as a trunk day event scheduled for November.
