The proposal included a 7.3-foot front yard setback for the porch, deviating from the 15-foot requirement due to the property’s corner lot status. The plan’s highlight was replacing an old fence to create three conforming parking spaces, which would improve parking conditions significantly.
James Bzowski, a professional engineer and planner, supported the proposal by classifying it as a C2 variance. The board considered the aesthetic enhancements alongside zoning regulations, seeking to balance historical integrity and community standards. The discussion also addressed potential future enclosures of the porch, with assurances that any such modifications would require further board approval.
The board’s decision to approve the application was unanimous, with members expressing appreciation for the design improvements and their alignment with the neighborhood’s historic character. Notably, a representative from the historic preservation committee, Judy McCandrew, emphasized the importance of porches in maintaining the architectural style of shore homes.
In contrast, the meeting also tackled contentious issues surrounding a property on North Bay Avenue. The application, submitted by RLD Industries LLC, sought variances for impervious coverage and loading zone dimensions. Concerns arose over the proposed modifications, which included altering the entrance stairway to two apartments above a commercial establishment. The existing impervious coverage was set to increase slightly, and the loading zone dimensions did not meet regulatory requirements, prompting safety concerns.
Public comments highlighted a series of compliance issues, with local resident Ken Muha pointing out past non-compliance actions and safety hazards, such as a vent stack located dangerously close to a window. Muha detailed a history of temporary certificates of occupancy and fines. The board discussed the necessity of bollards to protect the loading zone and emphasized the need for better safety measures.
Further complicating the situation, Jean Mantoano, another local resident, raised concerns about nuisance lighting and noise from the property, contributing to a challenging living environment. The board acknowledged these issues but clarified its role as an approving body rather than an enforcement agency.
