Board members highlighted that no permits were on record for renovations made in the 1980s, adding to their skepticism about the property’s legal status as a retreat center. Without documentation proving the property’s lawful transition from a convent to a retreat center before zoning regulations, the board expressed doubts about the validity of the applicant’s claims.
Concerns over public health and safety were paramount, with board members discussing the potential for increased traffic and parking demands. Questions about fire safety and the absence of community input during past renovations contributed to the decision to deny the application. A motion was unanimously passed to deny the application, with the board suggesting that Divine Mercy Healing Center, Inc. could pursue a D1 use variance with a comprehensive site plan and professional input from a planner and engineer.
Following the decision on the retreat center, the board turned its attention to other matters. Notably, G7B LLC’s application for a drive-thru coffee shop on New Jersey Route 31 was approved, with a resolution granting a D1 use variance, five C2 variances, and a preliminary and final site plan approval. The board addressed a minor edit to the resolution, correcting a name discrepancy, and proceeded with a vote in favor, except for one member attending remotely.
The meeting also covered time extension applications for CE Main Street LLC and Shanty LLC, both of which sought extensions for obtaining zoning and construction permits. CE Main Street LLC required additional time due to complications with electric service agreements, while Shanty LLC faced delays related to septic system approvals. The board granted both extensions, emphasizing the importance of adhering to conditions set in previous resolutions.
Additionally, a discussion on the Fudge Shop Land Group’s application for minor site plan and variance relief revealed the need for a consolidated application, as a third lot had not been previously included. The board agreed to dismiss the current application without prejudice to facilitate resubmission.
