South River School Board Discusses Cell Phone Guidelines and Special Education Innovations
- Meeting Overview:
At the recent South River School Board meeting, discussions centered around newly established guidelines for student cell phone use, the introduction of virtual reality in special education, and the district’s financial audit. Superintendent Sylvia Zircher highlighted a new Senate Bill, S3695, signed by Governor Phil Murphy, which sets statewide guidelines for cell phone use in K-12 schools, alongside a special education initiative utilizing virtual reality headsets.
The meeting opened with Superintendent Zircher’s report, which acknowledged January as School Board Appreciation Month, presenting board members with certificates of appreciation and South River pins. However, the focus soon shifted to the new Senate Bill, S3695. This legislation introduces standardized guidelines for student cell phone use in schools across New Jersey.
In a move to enhance student support, Zircher introduced an innovative approach in special education. The district plans to incorporate virtual reality (VR) headsets to aid meditation and provide calming experiences for students. This initiative reflects a broader trend in educational settings to leverage technology for therapeutic and instructional purposes, potentially transforming how students engage with their learning environments.
Alongside these initiatives, the district’s financial health was a central topic. Jerry Stanowitz from Samuel Klein and Company presented the findings of the comprehensive financial audit for the 2024-2025 fiscal year. The audit confirmed an unmodified opinion on the financial records. The auditor emphasized the importance of adhering to financial procedures to avoid potential deficits, a concern for many districts. The audit also highlighted the district’s fund balance, totaling $14.5 million, though most of this is earmarked for specific purposes such as capital reserves and unemployment funds. The unassigned fund balance stands at approximately $1.07 million.
The audit discussion also touched on the food service operation, which was reported to be financially solvent with an operation cost of $1.6 million. This figure remains below the state-mandated threshold, which would require corrective action if exceeded. The auditor expressed satisfaction with the records maintained by the food service company.
The meeting also addressed community engagement and instructional initiatives. A new data dashboard was introduced to help educators track student progress and learning trends. Professional development remains a priority, with targeted training for teachers to address diverse learning needs. The upcoming 2026-2027 program of studies will soon be released, outlining expanded course offerings and emphasizing the importance of parental involvement in course selection for postsecondary planning.
Community involvement was further highlighted with the introduction of a school food pantry program, supported by a donation from Stop and Shop.
Moreover, the meeting celebrated notable alumni achievements, with the induction of Diane Fen Blowski and Robert Langfield into the school’s Wall of Fame. Blowski, from the class of 1985, was recognized for her athletic and professional accomplishments, while Langfield, a 1967 graduate, was honored for his military service and bravery, receiving commendations including the Purple Heart. Their formal induction ceremony is scheduled for March 26, 2026.
The meeting concluded with routine committee reports and the approval of various agenda items, including budget approvals and policy recommendations. The finance committee recommended the payment of bills. The board then transitioned to a closed executive session to discuss personnel matters.
