Morris Town Council Discusses Leaf Blower Ban Amid Community Concerns
- Meeting Overview:
The Morris Town Council meeting on January 21, 2026, was marked by discussions on regulating gas leaf blowers due to their impact on air and noise pollution, alongside the introduction of ordinances related to historic preservation and local sports facilities. The council also addressed federal law enforcement concerns, budget challenges, and approved a grant application for playground improvements.
The meeting’s most discussion centered on the public’s growing concerns about the use of gas-powered leaf blowers. Charlie Shaker, a resident of Raleigh Court, presented a petition with 114 signatures urging the council to take action against these devices, citing their hazardous contribution to air and noise pollution. Shaker expressed his eagerness to present more information to the council and inquired about the process to formally get on the agenda. His concerns were echoed by Jennifer Nielsen of Eggbert Avenue, who supported the call for a leaf blower ordinance, reflecting on her positive experiences with a similar ban in Maplewood. She emphasized the quieter environment achieved there and highlighted public health risks to operators using these machines. Her husband, Dean Nielsen, added his voice, noting the relentless noise from neighboring properties using gas blowers and the insufficient protective measures for operators.
The Council considered these remarks within the context of the town’s existing noise ordinance, which sets decibel limits at 85 dB during the day and 65 dB at night. A council member questioned whether leaf blowers surpass these levels, stressing the need for enforcement by the town’s noise control officer.
In addition to the leaf blower discussion, the council introduced three ordinances. Ordinance 01-26, concerning an amendment to a historic preservation easement agreement related to the Morristown and Morris Township Library, was approved for a public hearing at the next meeting. Ordinance 02-26 authorized a lease agreement with the Morristown Wildcats Football Club for the fieldhouse at Cornine Field. This lease, characterized as a full-time, five-year agreement, includes maintenance and renovation oversight by the township for a nominal $1 fee, highlighting the council’s efforts to support local sports initiatives. Ordinance 03-26, which amends park use fees, permits, and insurance requirements, was similarly approved for a future public hearing.
The council also unanimously supported a resolution to apply for a grant from the New Jersey Department of Community Affairs aimed at improving Hayward Field Playground.
The meeting included reports from standing committee members addressing various issues. A committee member overseeing budget matters noted the ongoing challenges posed by rising health insurance and prescription drug premiums for township employees. The budget committee is reviewing proposed budgets in collaboration with department heads, emphasizing the need for state-level intervention to address healthcare benefit concerns.
Concerns about federal law enforcement actions were also a focal point. A committee member reported on a rally titled “Mottown Demands Accountability,” prompted by an ICE incident affecting a local student. The member articulated community fears regarding federal law enforcement, comparing ICE to a “personal police force,” and called for increased transparency and accountability. This sentiment was echoed by others, who stressed the need for civic engagement and community protection from federal overreach.
The meeting concluded with routine approvals, including a motion to approve monthly reports and a list of bills and vouchers totaling $10,276.76. The council also approved a consent calendar featuring reports from the joint municipal court and tax collector.
