High Point School Board Welcomes New Member as Financial Audit Reveals Budget Challenges
- Meeting Overview:
The High Point Regional High School Board of Education’s recent meeting was marked by the introduction of a new board member, Caitlyn Stack, and an extensive presentation of the district’s financial audit. The audit revealed a decrease in the district’s fund balance, indicating a tightening budget, while highlighting the importance of careful financial management amid reliance on reserves and potential future funding challenges.
The meeting opened with a significant presentation from Valerie Dolan, who delivered a detailed overview of the district’s financial audit for the year ending June 30, 2025. The audit process had faced delays due to a federal government shutdown, yet the district managed to meet its filing deadline by December 5, 2025. Dolan’s presentation centered on the comprehensive annual financial report, which comprises several critical sections including financial data, compliance with grants, and management reports.
One of the key highlights from the audit was a decrease in the district’s fund balance by approximately $150,000 compared to the prior year. Despite this decrease, the district maintains a healthy surplus of around $3.7 million, with significant portions allocated for specific purposes such as capital and maintenance reserves. Notably, the capital reserve increased by about $100,000 due to unspent funds from a project, whereas the maintenance reserve saw a reduction to approximately $125,000.
Dolan emphasized the district’s reliance on over a million dollars from its reserves in the operating budget. She cautioned that districts overspending relative to their budgets could face difficulties. The audit also highlighted the receipt and expenditure of approximately $825,000 in various grants, along with the performance of the district’s enterprise funds for transportation and food services, which financially offset each other.
Dolan presented three new recommendations for corrective action, including timely salary certification filings with the IRS, improving the collection process for capital grants and reimbursements, and establishing a policy for timely deposit of funds from the school store. These recommendations aim to enhance financial management practices and mitigate risks associated with unaddressed financial procedures.
The board expressed concerns about sustaining programs previously funded by federal grants and acknowledged the importance of ongoing monitoring and adjustments in response to evolving financial pressures.
In addition to the financial audit, the meeting welcomed Caitlyn Stack as a new board member representing the Monu district. Her inclusion marks the first time since the board’s establishment in 1966 that it comprises ten members, an even number that prompted light-hearted remarks about its implications. The board and attendees applauded Stack’s arrival.
The meeting also addressed various personnel matters, including the retirement of a long-serving English language arts teacher and the appointment of new staff members. The board recognized the contributions of retiring educators and celebrated the appointment of new personnel, emphasizing the importance of experienced and dedicated staff in fostering a supportive educational environment.
A notable moment of the meeting was the acknowledgment of a $20,000 donation from Dr. Frank A. Cordasco to establish an annual social studies scholarship. This generous contribution will fund a $1,000 scholarship, with the board expressing appreciation for Dr. Cordasco’s support of educational opportunities.
The board further discussed extracurricular activities, approving an overnight trip for the girls wrestling team to attend the NJSIA individual wrestling championships in Atlantic City. The involvement of community volunteers in the upcoming spring musical was also approved, highlighting the community’s engagement in enriching student experiences.
The meeting also celebrated a range of community and student achievements, including the success of fundraising initiatives and recognition events. The board recognized the 10th anniversary of the district’s music and arts celebration night, which has grown in popularity and participation. Additionally, the board noted the achievements of student athletes and acknowledged the efforts of students who participated in wellness presentations following their attendance at the NJAC wellness summit.
