West Windsor Planning Board Tackles Affordable Housing Obligations Amid New Developments

He explained that West Windsor’s prior round obligation of 899 units had been satisfied, while the third round maintained a target of 1,500 affordable units. The forthcoming fourth round obligation was adjusted to 480 affordable units from an initial 661 units, following negotiations and corrections in the Department of Community Affairs’ calculations.
The board’s strategy to address these obligations involves several key development sites. The BMS site at the intersection of US Route 1 and Asel Park Boulevard is projected to yield 650 units, including 244 affordable units. The Woodmont commercial site at Meadow Road and Canal Point Boulevard will contribute 35 residential units, nine of which are affordable. The Ozel Placa site in the township’s north will add 80 residential units, including 20 affordable ones, while the BXP Carnegie Center site and other projects remain integral to the plan.
Another project discussed was the expansion at Carnegie Center Boulevard and Carnegie Center Drive, proposing 326 residential units with 82 affordable ones within a new R5H district. Additionally, a site previously excluded from the June plan, the BXB Carnegie Center 901 series, will establish a new R5I district with 275 units, including 69 affordable units.
The planning board recognized the necessity of adopting ordinances to support the affordable housing trust fund and related regulations. This includes a model mandatory set-aside ordinance that consolidates administrative components for simplicity. Discussions also covered the township’s approach to managing the trust fund’s expenditure schedule amid high local real estate prices.
Bonding requirements emerged as a topic of debate. Some members questioned the necessity of a commitment to bond for future projects. The consensus was to remove a sentence indicating an obligation to bond, with members agreeing that the township’s approval for funding should be flexible.
A member expressed dissatisfaction with the imposed density for the fourth round, citing a lack of legislative support and praising the township’s proactive measures, such as a 25% set-aside requirement, to integrate diverse community members.
