Clark Planning Board Greenlights Mixed-Use Building and Discusses Public Art Proposal

The design features open-plan layouts and an exterior terrace to enhance tenant amenity while minimizing the visual impact on neighboring properties. The architect, Ivano Marlanda, highlighted the building’s architectural style.
The application requested several variances, notably a front yard setback variance on Fulton Street. The representatives argued that this variance would improve the site layout, noting that the setback does not hinder compliance along Westfield Avenue due to the property’s context amidst non-residential structures. Tandem parking spaces were proposed for the residential units, mimicking traditional driveway scenarios to maximize usability while preventing overflow onto Fulton Street.
The board engaged in a examination of the site plans, variances, and potential community impact, with representatives expressing confidence in the project’s alignment with community needs. The conversation also covered building materials, with the use of integral color masonry units for the first floor and fiber cement panels for the upper levels. These materials were chosen to comply with local ordinances.
In addition to the development project, the meeting included a public session where Gabriel Ruda, a third-generation resident, proposed the introduction of public art programming in Clark. Ruda, who owns an art gallery in New York City, suggested that funding from new development projects could be allocated towards public art initiatives. He argued that murals could enhance the town’s aesthetic, citing the positive impact of a recent mural at a local veterinarian’s office.
Ruda proposed creating a sense of community through art, mentioning potential projects like a pocket park on Campbell Place. He criticized the lack of a cohesive village atmosphere in Clark and suggested that businesses could contribute financially to public art initiatives. Ruda specifically mentioned opportunities for murals on various town buildings and expressed a desire to collaborate with local businesses and organizations to enhance the community’s visual appeal.
The board clarified that while they found merit in Ruda’s proposal, the authority to initiate an ordinance for public art lies with the town council. They suggested that his proposal could return to the Planning Board if it involves zoning changes requiring public hearings.
The meeting concluded with the approval of several resolutions, including an amendment to the fourth round housing and fair share plan and a redevelopment study for a property on Ritton Road, known as the old Exxon site. Public comments were invited, but no further questions or suggestions were raised.
