Parsippany-Troy Hills Zoning Board Approves Signage Variance for Law Firm’s New Office

The signs were proposed to be approximately 38.5 feet above the ground, covering an area of 33.75 square feet, which Moransky asserted was proportionate to the building’s facade.
The board engaged with Moransky on various aspects of the application, including the absence of lighting and the condition of the building’s exterior. He assured the board that the signs would not be illuminated and highlighted recent extensive renovations, including power washing, that had ensured the building’s good condition. The board appreciated the firm’s efforts to maintain the building’s appearance and expressed enthusiasm about the firm joining the Parsippany community.
During public comments, no objections or support were voiced regarding the signage application, leading a board member to recommend approval. The motion to grant the variance was seconded and passed unanimously.
Another topic of the meeting was the application for a variance by Abdul Raja on North Bever Road. Raja sought to legalize various structures on his property, including a shed, overhang, pergola, patio, stairs, paper walkway, and block wall. These structures were found to violate side and rear yard zoning ordinances. The board recommended granting a C variance with a stipulation that any replacements be set back a minimum of three feet from the back and side yards. This compromise was well-received, and the application was approved unanimously.
The board’s review of Raja’s application involved a discussion on the legality and future of the shed. Questions were raised about whether Raja intended to take down or repair the existing shed. A compromise was reached, allowing the shed to be repaired in its current location, provided it adhered to setback requirements. The board’s deliberations highlighted their effort to balance regulatory compliance with the applicant’s circumstances.
The meeting also addressed the scheduling of variance hearings, notably responding to a public comment by Laura Peters. Peters, accompanied by her wife Soria, voiced concerns about the delay in their variance application due to a clerical error by the engineering department. The delay, impacting their construction plans, was particularly pressing due to Soria’s pregnancy and the need to return to their home before the child’s birth. Peters requested an earlier hearing date than the one scheduled for March 18, 2026, citing the importance of family well-being and stability. She outlined the additional expenses incurred by renoticing, a requirement for changing the hearing date.
Additionally, the board reviewed correspondence from Joseph O’Neal, requesting the carrying of two applications to later dates. Application 2535 was moved from February 4 to March 18, 2026, and application 2559 from February 4 to May 31, 2026, both without further notice. These motions were unanimously approved.
Towards the end of the meeting, the board addressed the absence of an applicant for a scheduled hearing. Options for handling the absence were discussed, including dismissing the application without prejudice or carrying it forward. A motion was made to dismiss the application due to failure to prosecute.
