Somerville Borough Council Focuses on Waste Management Overhaul and Affordable Housing Initiatives
- Meeting Overview:
During its recent meeting, the Somerville Borough Council addressed several issues, including a significant overhaul of the borough’s waste management system and a commitment to affordable housing initiatives. The council also discussed redevelopment projects and community events, emphasizing public engagement and financial planning.
At the forefront of the meeting was the discussion on the borough’s new garbage collection contract set to take effect on April 1. The transition to a mechanized arm pickup system requires residents to use standardized garbage containers, replacing the current use of garbage bags. The change aims to enhance efficiency and cleanliness in waste collection. The council emphasized public awareness, planning a demonstration of acceptable garbage cans and encouraging the use of social media for communication. The new ordinance restricts residents to two containers per household, with additional containers requiring a purchased sticker. The containers will come in sizes of 64-gallon and 96-gallon, designed to improve waste management practices and support community efforts in maintaining cleaner environments.
Details of the waste disposal logistics were also highlighted, with garbage being transported to a transfer station in Bridgewater. The borough bears the costs associated with landfill disposal, inciting discussions about potential flooding impacts at the transfer station and alternative landfill options. The council is in the process of finalizing the bidding for the new garbage hauling contract, expected to conclude by March 11.
Another major agenda item was the introduction of ordinances related to affordable housing. Ordinance 2786 was introduced to amend zoning regulations to include affordable housing components. The council expressed satisfaction with the progress, emphasizing the importance of integrating affordable housing initiatives into local planning. Ordinance 2787 aims to create an affordable housing overlay zone in a specific area of Somerville, addressing legal challenges related to affordable housing requirements and facilitating development in the designated zone.
The council also discussed ongoing redevelopment efforts under the Brownfield Development Area (BDA) program, focusing on the transformation of a former landfill site. The site has been successfully redeveloped into a residential area featuring new units and green infrastructure, with significant funding allocated for environmental remediation. The BDA program’s initiatives were acknowledged for their role in streamlining financial planning for large-scale cleanup projects, allowing the borough to access substantial annual funding for remediation. The redevelopment included innovative approaches, such as a geocynthetic cap with grass to enhance land use and environmental quality. The council highlighted the collaborative nature of the project, involving community engagement and partnerships with various stakeholders to address environmental challenges effectively.
Attention also turned to the Tour of Somerville, a local cycling event celebrating its 80th anniversary. The event draws community participation, with last year’s event attracting over 10,000 attendees. Plans for expanding this year’s event include a community zone to enhance safety and attractions, alongside a proposed beer garden and food trucks. The council praised the event’s positive impact on the community and expressed gratitude for the committee’s efforts in maintaining its financial health.
The necessity of amending fees for OPRA requests was highlighted to ensure clarity in processing costs. The meeting concluded with motions for resolutions on local events, funding applications, and financial management, including the approval of bills and vouchers totaling over nine million dollars.
