Washington Township Council Reviews 2026 Budget with Focus on Fiscal Responsibility and Cost-Saving Measures
- Meeting Overview:
The Washington Township Council convened to deliberate on the 2026 municipal budget, highlighting a commitment to fiscal responsibility amidst rising expenses. The proposed budget totals $17,199,415, marking an increase from the previous year’s $16,534,935. This rise is primarily due to higher interest rates on a 2025 bond anticipation note and state-mandated payments, including insurance and pension contributions. Despite these challenges, the budget adheres to a 2% tax levy cap and a 3.5% appropriations cap.
Central to the budget discussion was the township’s strategic cost-saving measures. A significant achievement was a renegotiated shared service agreement with Saddle River, resulting in savings of $27,500. Additionally, a transition to a high deductible health plan is projected to save $322,243. The council also noted a reduction in total proposed revenue by $493,675, attributed to the absence of reserved funds for debt payment from the previous year. This reduction prompted a broader discussion regarding its impact on taxation.
Mayor Peter Calamari underscored the necessity of the budget increase, emphasizing the importance of maintaining municipal services. The average assessed home value in the township is $797,000, leading to an increase of $291 in appropriations, alongside an additional $21 for library contributions. The budget was crafted using a zero-based approach, with many operating expense lines unchanged from the previous year. The council recognized that the budget would have seen a higher increase if not for retirement-related savings in police and Department of Public Works salaries.
One member proposed reducing the monthly fee from $2,850 to $2,800, citing past raises and budget constraints. The suggestion was met with resistance, as another member defended the consultant’s successful track record. Ultimately, the motion to reduce the fee was not seconded, and the council maintained the recommended amount.
In addition to budget considerations, the council addressed the extension of vehicle maintenance software, initially implemented for the police department and now planned for the fire department and Department of Public Works. Despite positive feedback, the software faced some scrutiny due to its delayed implementation last year. Another financial item of interest was a proposed decrease in stormwater management funding from $19,000 to $16,000, which gained general approval from the council.
The financial services fee, influenced by the addition of Phoenix Advisors, was approved unanimously. However, concerns were raised about the tax assessor’s appraisal services, leading to a proposal to reduce the appraisal fees by $1,000, which was seconded and passed despite some dissenting votes.
The meeting also explored the implications of the health benefits plan. The transition to a high deductible health plan resulted in a decrease in health benefits costs by $260,000, although it led to increased out-of-pocket expenses for employees. The difference card, funded by the township, was highlighted as a measure to mitigate these costs for employees. The council deliberated over the perceived savings, with some members viewing it as a budgetary shift rather than a true cost reduction.
Throughout the discussions, the council emphasized transparency and collaboration. The session concluded with an agreement to streamline communication regarding capital requests, opting for an organized question-and-answer process instead of requiring department heads to present in person.
