Ventnor City Council Grapples with New Jersey Coastal Regulations and Affordable Housing Plans
- Meeting Overview:
In a recent Ventnor City Council meeting, discussions focused on challenging New Jersey’s proposed coastal regulations and advancing affordable housing initiatives, including the adoption of a new housing liaison and marketing plan. The council also reviewed a lead service line replacement program and addressed ongoing public works projects, among other topics.
One notable issue was the council’s response to the New Jersey Department of Environmental Protection’s (DEP) proposed coastal regulations. These regulations, which have stirred controversy, mandate elevating homes to new base flood elevations, impacting construction and renovation possibilities, especially on smaller lots. Consequently, the council supported a resolution to join Cape May County in contesting these regulations, emphasizing the need for practical solutions to address flood elevation and sea level rise concerns.
Another topic was the council’s progress on affordable housing obligations. The council discussed updates to the affordable housing set-aside ordinance, which now requires a 20% set aside for developments with ten or more units. Additionally, the Fair Share Housing Center had approved draft documents related to the city’s housing plan, requiring only minor adjustments. The council appointed Tom Cheró as the new affordable housing liaison and adopted an affirmative marketing plan to ensure fair allocation of housing units. This plan aims to prevent arbitrary selection processes, thereby promoting equitable access to affordable housing.
In the realm of infrastructure, the council deliberated on a contract for a lead service line replacement program. Delasio and Associates proposed a $115,000 contract utilizing innovative technology to identify lead lines without excavation. This approach, described as experimental but state-endorsed, promises cost savings by preventing unnecessary digging if no lead lines are found. The council favored this cost-effective solution over other pricier proposals.
Public works and infrastructure projects also featured prominently in the meeting. Commissioner Langra provided updates on stormwater management and the resolution of water line breaks caused by a recent cold snap. He reported an increase in daily water pumping, from 800,000 to 1.1 million gallons, due to these breaks. Efforts to replace old fire hydrants and address access issues at the water tower near Surrey were ongoing. Langra also highlighted preparations for the upcoming spring and summer seasons, including a shredding event, sales of fishing pier keys, and maintenance of pickleball and tennis courts.
As summer approaches, the council is making adjustments to public safety staffing. The police department anticipates a boost in personnel with the arrival of class one officers. However, changes in overtime policies have reduced beach patrols to six days a week, necessitating an increase in lifeguard numbers. If all returning staff resume their posts, the lifeguard team could reach up to 80 members.
The meeting also touched on various resolutions and financial matters. The council approved a report on bills totaling $1,165,246.98 and payroll expenses of $71,279.31. A resident’s request for a revocable license to build a fence extending into the city’s right-of-way was approved, following a safety review by the city engineer. The council ensured that the city could reclaim the area if needed in the future.
Several resolutions related to affordable housing were adopted, except for one concerning a food and beverage concession, which was postponed pending further details. Rate changes for the recreation department were largely routine, with a notable exception for water park fees, which were beyond the council’s control.
