Old Bridge Township Planning Board Addresses Affordable Housing Needs Amid Ongoing Developments

The township is also negotiating with developers on other sites, such as Khavnanian, to achieve a transit village designation that could yield up to 1,500 units, including 274 affordable units and 26 for special needs housing.
In addition to new developments, the board addressed the refurbishment of existing senior housing facilities. A senior housing complex, developed in the 1980s, is undergoing enhancement with plans to add amenities like a gym and computer labs. The developer is seeking financial support through low-income tax housing credits and a payment in lieu of taxes (PILOT) program. The township council has already passed a resolution supporting this initiative, which aims to ensure that 203 of the facility’s units remain affordable until 2050, thereby allowing the township to gain credits for future housing obligations.
The board also engaged with community concerns and inquiries about ongoing projects. Public comments included questions about Habitat for Humanity’s contribution to the township’s housing credits, with confirmations that ongoing projects in Lawrence Harbor will indeed contribute to future obligations. Additionally, there was discussion about economic feasibility and potential challenges in meeting the designated unit requirements for transit village sites.
Another focal point of the meeting was the review and amendment of the planning board’s procedural rules, particularly concerning electronic and paper evidence submissions. The board debated the handling of digital submissions and the need for hard copies of documents. The current practice allows for electronic submissions, but board members can request a single hard copy if necessary. This approach aims to minimize paper usage while maintaining access to necessary documents for board members and residents. The planning office confirmed that they maintain a single copy of each application on-site for review, reducing the need for multiple copies and simplifying the process.
The board recognized the need to adapt its procedures to accommodate larger applications and anticipated more extensive public participation. Consequently, speaking times during meetings have been reduced from five minutes to three minutes, a decision made to streamline meetings and provide all residents an opportunity to voice their concerns.
