Parsippany-Troy Hills Approves 178-Unit Housing Development, Emphasizes Affordable Housing Compliance

The development offers a total of 489 parking spaces, surpassing the requirement of 418. This excess includes dedicated spaces for affordable units and provisions for electric vehicle charging, addressing both current needs and future sustainability considerations. The board discussed the importance of ensuring sufficient parking for all residents, emphasizing the distinction between visitor and resident spaces.
Traffic concerns were also addressed, with a comprehensive traffic study presented by a qualified engineer. The study projected approximately 90 trips during morning peak hours and 94 during evening peak times. The analysis highlighted the site’s access points and the minimal crash history.
The planning board also evaluated the project’s environmental and landscaping plans. The development proposes removing 195 trees while planting 239 new ones, focusing on native species to enhance the site’s ecological balance. Additionally, the project includes measures for stormwater management, with plans to reduce impervious surfaces and improve runoff quality through bio-retention basins. These basins will manage water quality before discharge into an existing pond, a feature to be maintained by the Homeowners Association (HOA).
The discussion touched upon the project’s compliance with local and state regulations, particularly concerning deviations from existing zoning ordinances. The development requires variances for signage placement and slope disturbances, with assurances provided regarding safety and visibility at entry points. The board also considered deviations related to sidewalk placement, prioritizing pedestrian safety while minimizing impervious surfaces.
