Acton Board Bids Farewell to Police Chief, Discusses Monument Preservation and Renewable Energy Adjustments
- Meeting Overview:
In its latest meeting, the Acton Select Board addressed a range of issues including the forthcoming retirement of Police Chief James Kogan after 42 years of service, efforts to preserve historical monuments, and adjustments to the town’s renewable energy program. The board also considered several community and infrastructure projects, reflecting on both past achievements and future challenges.
The meeting began with the announcement of Police Chief James Kogan’s retirement, effective March 27. Kogan’s career began in 1984, and he has been a figure in addressing complex policing challenges in Acton. The town manager and board members shared their appreciation for Kogan’s dedication and leadership, with one member presenting him with an Isaac Davis coin as a symbol of respect. Kogan humorously suggested that he be called “Jimmy” informally, fostering a sense of camaraderie.
Subsequently, the board delved into the ongoing project to preserve Acton’s historical monuments, including the Acton-Concord monument on the abandoned Parinter Road. The project emphasizes the importance of these markers as historical artifacts rather than mere boundary indicators. A member of the board expressed enthusiasm for involving the community in the initiative. The board approved a motion for Jim Snyder-Grant to continue producing a report on these monuments.
The board also tackled the complexities of Acton Power Choice, the town’s renewable energy program, which faces rising costs and market volatility. The program’s supplier requested cost increases due to unforeseen expenses, prompting a discussion about adjusting renewable energy content to mitigate these costs. By modifying the renewable energy content for 2026, the board could offset the increase nearly dollar for dollar. As a result, many towns, including Acton, are reevaluating their commitments to purchasing additional renewable energy. The board debated the timing and impact of potential changes, considering a blend-and-extend approach for future contracts to stabilize rates for residents.
In addition, the board discussed the sale of properties on School Street, agreeing to grant an extension for permit finalization to the selected developer, Alex Moda. They also reviewed town meeting articles, including the Minute Man Regional School District Assessment and the transfer station budget, both of which received unanimous recommendations. Concerns were raised about a planned decrease in the transfer station’s fund balance due to capital expenses, but the board moved forward with its recommendation.
The conversation then turned to Insulet Corporation, a major local employer, and its interest in acquiring additional property in Nag Park. The board authorized negotiations for a new tax increment financing agreement to encourage Insulet’s investment in Acton, emphasizing the need for commercial growth given the town’s limited commercial tax base. The negotiations aim to balance the benefits of increased employment and tax revenue with the community’s interests.
The meeting also included a planning session for the 2026 Independence Day celebration. With the new parks and recreation director, Tim Makowski, presenting options, the board endorsed a July 2 event featuring a laser light show and live music at Nara Park. The choice of date was influenced by historical significance and cost considerations, with Thursday being more economically viable than Friday due to payroll implications.
Before adjourning, the board addressed discrepancies in revenue forecasts and energy contract figures, highlighting the need for accurate projections and conservative estimates. Public comments stressed the importance of transparency and communication in the town’s renewable energy program, especially concerning the 100% renewable option and its perceived environmental impact.
