Fall River Historical Commission Delays Vote on Lizzie Borden House Tax Credit Over Roof Concerns
- Meeting Overview:
During the recent meeting of the Fall River Historical Commission, the most prominent topic was the proposed preservation tax credit for the Lizzie Borden House on Second Street. Kristen Pock, representing Lizzie Borden LLC, sought the commission’s support for tax credits to fund extensive maintenance efforts on the historic property, which is located within the Corky Row historic district. The proposed work includes a complete roof replacement, exterior painting, and interior renovations. Despite the house’s historical significance, particularly its Greek Revival style, the commission deferred its decision due to concerns over the proposed use of a metal roof, which would replace the current asphalt shingles.
The commissioners requested plans and samples to better assess the appropriateness of the materials and design. They stressed the importance of maintaining the historical character of the Lizzie Borden House and emphasized their willingness to support Pock’s effort for tax credits. However, they insisted on having a thorough understanding of the project’s specifics before proceeding. The board unanimously agreed to table the request until the next meeting, scheduled for April 21st, allowing Pock time to submit the additional information required. The commission also committed to providing Zoom access for Pock, who will be unavailable to attend in person.
Another topic was the proposal concerning windows on Rock Street presented by Ian Tomkins. Tomkins outlined plans to add windows to the rear of the property. The commission debated the impact of these changes on the building’s historical integrity, particularly concerning visibility from the street. Ultimately, the board approved the addition of windows, recognizing the effort to preserve the property’s historical attributes while allowing for modernization.
The commission also addressed the restoration project on Belmont Street, listed on both the Massachusetts and National Historic Registers. Although the current work primarily involves interior changes and window replacements, it was halted due to the absence of a building permit.
Additionally, the commission deliberated on the inclusion of Bethl AM Church on the significant structures list. Established in 1881, the church is noted as the oldest black church in Fall River, with a history in social justice. With strong support from community members, the commission unanimously voted to include it on the list, recognizing its historical and cultural significance.
The meeting also covered the request for a letter of authorization for the Fall River Historical Society’s roof restoration project, highlighting the collaboration required with the Department of Inspectional Services due to Community Preservation Committee funding. The commission approved the request, facilitating the issuance of a building permit for the project.
