Ridgewood Council Introduces 2026 Budget with a 3.98% Tax Levy Increase Amid Rising Costs
- Meeting Overview:
The Ridgewood Council introduced the 2026 municipal budget during its recent meeting, highlighting a 3.98% increase in the tax levy compared to 2025, largely due to significant rises in health benefits costs. The budget presentation, postponed from the previous month, was the primary focus of the meeting, addressing financial challenges and outlining priorities for the coming year.
The council unveiled a detailed budget, emphasizing the extensive process that began the previous summer. Despite the rise in health benefits costs by approximately $3.1 million, the introduction of a high deductible option through the state health benefits plan mitigated what could have been an even larger increase. The budget aims to maintain village reserves, protect the AAA credit rating, and ensure no cuts to essential services, keeping the employee headcount steady.
The capital budget, also discussed, included significant allocations for infrastructure and public safety improvements. Notable projects included $2.75 million for street paving and substantial funding for the design of a new traffic light. Additional allocations covered engine replacements, garage door replacements, and the establishment of an Emergency Operations Center. Investments in public works and parks, such as tree planting and playground installations, were also part of the budget’s priorities.
A council member expressed dissatisfaction with the tax increase but acknowledged the village’s fiscal management compared to neighboring towns facing steeper hikes. The member noted that Ridgewood’s fiscal responsibility and planning have helped avoid cuts to critical services like police and fire departments, with the police force reaching full staffing levels for the first time in years.
The meeting also addressed other budgetary concerns, such as contractual obligations to employees, including salary increases for police and fire departments. A decrease in pension costs was noted, although healthcare costs continued to rise. Snow removal expenses exceeded $417,000 due to recent storm events, reflecting unpredictable costs that the budget had to accommodate. Furthermore, global events influenced projections of increased fuel costs, prompting adjustments in fuel allocations.
To manage these financial challenges, the council proposed budget cuts, including halting funding for a court-ordered reassessment and making reductions in reserves for tax appeals and professional planning services. These cuts were deemed necessary to balance the budget while pursuing the village’s essential priorities for 2026.
The Ridgewood Water department’s plans were also highlighted, with goals to complete key treatment facilities by early 2027 and conduct lead service line replacements. Efforts to enhance public understanding of water services through a rebranding and education campaign were mentioned, along with a public-private partnership for asset management.
In addition to the budget discussions, the council addressed various ordinances and resolutions. Ordinance 4084, a bond ordinance to finance water utility improvements, and Ordinance 4085, amending local code fees, were both adopted unanimously after brief public hearings. Further ordinances related to salary and compensation, capital improvements, and zoning code amendments were introduced for first readings, with public hearings scheduled for the following month.
The council also tackled community concerns, including a resident’s worries about the geese population near a proposed park at Lake View. The resident emphasized health risks posed by goose droppings and urged the council to consider mitigation measures in the park’s design. In response, a council member confirmed ongoing discussions with the health department and mentioned exploring options for managing the goose population village-wide.
