Westfield Town Council Addresses Ice Rink Controversy Amidst Community Concerns
- Meeting Overview:
At the recent Westfield Town Council meeting, discussions centered around the contentious issue of the Westfield Rink, with residents voicing concerns about its impact on the surrounding neighborhood. Additional topics included proposed budget hearings, public safety measures, and community recognitions.
The most notable topic of discussion was the Westfield Rink, which has been a point of contention due to its impact on the local neighborhood. A resident, Andrew Stilliffson, raised concerns about traffic, noise, and litter, which he claimed had worsened over the years. He highlighted the potential three-year extension of the rink’s operations and its detrimental effects, particularly pointing out the rink’s late operating hours, which were, according to him, unusual for local parks. Stilliffson also expressed frustration over the previous administration’s dismissal of community concerns and questioned the necessity of the rink, given the construction of a new rink in Warreno that could meet local demand.
Safety was another issue, with Stilliffson citing a recent roof collapse at the rink in February. He criticized the absence of public discussion regarding the incident, its causes, and the necessary safety measures to prevent future occurrences. He urged the council to reconsider the need for a full-sized NHL hockey rink in a small neighborhood park.
In response, a council member acknowledged the community’s concerns and pledged to consider alternative solutions for the rink. They recognized the rink’s value to the community but also the significant inconveniences faced by nearby residents, such as increased traffic and safety risks for children. The council member expressed a commitment to conducting due diligence in evaluating the rink’s future, balancing local sports program needs with residents’ quality of life. Although the current vote leaned toward approving a lease agreement for the rink, there was a consensus on the importance of finding a more suitable location in the future.
The council then addressed the approval of bills and claims, with a motion presented for payments totaling $390,586.67, which passed without opposition. This was followed by the introduction and approval of nine resolutions related to financial matters, including fee refunds and drawing warrants for overpaid taxes.
Public safety was another key focus of the meeting. The mayor emphasized the importance of adhering to leash laws for dogs, citing a recent incident at Tamakqua Park where an off-leash dog attacked a leashed dog. The mayor outlined potential measures to enhance public safety, such as increasing violation fines, installing additional signage, utilizing cameras, and establishing a police presence in the park. Residents were encouraged to report unleashed dogs to the police and document encounters when possible.
The council also moved forward on several ordinances and resolutions. Among the ordinances was a bond ordinance for various improvements and equipment acquisitions totaling $5,415,000, which passed without public comment. A lease agreement with Van Go Westfield LLC for the Mills Ferris Parish House was also approved unanimously.
In community matters, the council heard from Dana Downer, a resident requesting a proclamation to honor her father, Michael Downer, for his extensive contributions to the local athletic community, particularly in light of his health decline due to ALS. She requested that April 18th be designated as Michael Downer Day, coinciding with a recognition event at a lacrosse game. The council expressed understanding of the timeline constraints and suggested that a letter of recognition could suffice if a formal proclamation could not be prepared in time.
The meeting also included a proclamation for Parkinson’s Awareness Month, highlighting the disease’s prevalence and economic burden, and the need for increased awareness and support for research and care services. Additionally, April was recognized as Autism Awareness Month, with plans to light the municipal building in blue to honor both causes.
