Another topic was Brooks’ concerns regarding the rod and reel site’s redevelopment and the associated vacation of 14th Street North. Brooks questioned the council’s decision to vacate the street to the property owner, highlighting its importance as a border to Steelman’s Bay and its impact on stormwater drainage. He inquired whether an easement had been established to maintain the stormwater inlet system, which he argued contributed to flooding and affected residents’ access to their homes.

Brooks also criticized the planning board’s adherence to the public trust doctrine, which ensures public access and views to Steelman’s Bay. He claimed the property owner had promised access that was not reflected in the site plan and argued that the planning board approved a plan that did not comply with zoning laws. The council reiterated the planning board’s professionals had reviewed the matter, finding no issues with the approval. Despite Brooks’ insistence on a mistake, the council emphasized the need to pursue grievances through formal appeal processes.

The meeting also addressed various infrastructure improvements, including the installation of curbing and sidewalks to enhance the streetscape and prevent bulkheads from encroaching on roadways.
