West Windsor Planning Board Approves Senior Living Project Amid Detailed Scrutiny of Design Changes
- Meeting Overview:
The West Windsor Planning Board meeting on April 15, 2026, saw the approval of several resolutions, most notably an amended site plan for the Senior Living at Bear Creek project, also known as Exxaria, Inc. This project, which includes changes to building design and layout, was scrutinized to ensure compliance with township regulations and standards. The board also addressed lighting and landscaping standards, emphasizing the importance of safety and aesthetics for the senior living community.
The most prominent topic of discussion involved the third amendment to the site plan for the Senior Living at Bear Creek. The proposed changes included a 1.5-foot increase in the first floor height and a reconfiguration of the basement garage area. The board was keen to understand the rationale behind these modifications, which were explained as improvements to access for emergency services and overall site functionality. The modification eliminated intermediate levels on the first floor, creating a uniform elevation that was described as more accessible. The garage layout was revised, reducing the number of parking spaces from 168 to 166 within the garage and overall parking from 392 to 390 spaces due to the removal of two shorter wings of the building.
Attention was then directed toward the courtyard area, where the pavilion was reduced in size, and amenities such as fire pits and barbecues were added. The plan also maintained 38 bike racks. Importantly, the changes did not introduce new variances, as existing approvals had already accounted for necessary waivers. The representative assured the board that modifications were made to enhance the project’s functionality while adhering to zoning laws.
Lighting within the parking garage was another focal point. The board reviewed drawings detailing lighting standards and confirmed adherence to specified township requirements. A commitment was made to maintain a minimum average of half a foot-candle throughout the garage, with three-foot candles at driveway intersections.
The board further examined the project’s parking management strategy, confirming that parking would be assigned to residents based on vehicle size. This allocation, managed by the leasing agent, aimed to optimize the use of limited parking resources. With 220 residential units and 390 total parking spaces, including outdoor areas, the plan offered nearly two parking spots per unit, accommodating both residents and guests.
Moreover, the board addressed fire safety and emergency services concerns, referencing a memo from Chief Lynch. The applicant agreed to comply with safety measures, such as installing fire department standpipes and ensuring emergency responder radio coverage within the building. These measures were critical for securing the project’s safety credentials.
As the meeting drew to a close, the board discussed potential future amendments to the site plan and the conditions attached to lighting and landscaping. The conversation extended to the need for structured parking lighting standards, with board members expressing interest in drafting an ordinance to establish clear guidelines. This initiative was seen as essential for streamlining future approvals and aligning with the township’s master plan.
