Crowder Gulf Joint Venture Leads Fort Myers Beach Disaster Recovery Bids
- Meeting Overview:
The Fort Myers Beach Town Council convened to evaluate disaster debris removal and disposal proposals, ultimately ranking Crowder Gulf Joint Venture, Inc. as the top choice among twelve firms. The meeting was part of a public selection advisory committee evaluation for RFP 26-11-ES. The top three firms, including Crowder Gulf, TFR Enterprises, Inc., and Southern Disaster Recovery, will be recommended to the town manager for further consideration and final award decisions.
The council’s evaluation of the disaster recovery proposals was careful, focusing on each firm’s capability to handle debris removal and disposal in the event of a disaster. Crowder Gulf Joint Venture, Inc. emerged as the leader with an impressive average total score of 95.09. The firm received high praise across the board, with scores of 24.67 in the first and third categories, 15 in the second, and 20 in the fourth category, complemented by a price score of 10.76. Evaluators noted Crowder Gulf’s comprehensive approach and consistent performance across all scoring criteria.
TFR Enterprises, Inc. followed closely with a score of 92.71. Their evaluation underscored their extensive capabilities, particularly in FEMA documentation and managing larger operations. TFR scored an average of 23.67 in category one, 14 in category two, 22.67 in category three, and 18.33 in category four, with a price score of 14.04. The evaluators recognized TFR’s proficiency in navigating the complexities of disaster recovery, which contributed to their strong standing in the rankings.
Southern Disaster Recovery secured the third position, with an average total score of 90.80. The firm’s high level of experience was noted, particularly their aggressive mobilization metrics and Florida-specific expertise. They received scores of 22.67 in the first category, 13.67 in the second, 23.67 in the third, and 18 in the fourth, alongside a price score of 12.80. Evaluators appreciated Southern Disaster Recovery’s robust approach and local experience, which positioned them as a formidable contender among the proposals.
The council’s discussion also touched upon the potential necessity for oral presentations by the shortlisted firms. However, the committee decided against them, opting to forward their recommendations to the town manager without additional presentations. The timeline for subsequent steps was outlined, with the recommendations anticipated to reach a council meeting by May 18th and potential negotiations leading to a final award decision by June 15th. The thorough evaluation process and scoring sheets were to be signed and submitted as public records.
Other evaluated firms included Aftermath Disaster Recovery, CTC Disaster Response Inc., DRC Emergency Services LLC, Dynamic Group LLC, Grubs Emergency Services LLC, Phillips Environmental LLC, Rapid Response Disaster Services LLC, Terry Tree Services LLC, and United Freight Services LLC (operating as United Land). Each firm’s proposal was assessed based on criteria such as organization, experience, documentation, and operational focus, with scores reflecting the varying strengths and weaknesses identified by the evaluators.
Phillips Environmental LLC and Rapid Response Disaster Services LLC were noted for their compliance with FEMA guidelines and concise proposals, although they were perceived as lacking in scale compared to other firms. Terry Tree Services LLC was commended for their team approach and subcontractor network, but their overall management was critiqued as sparse.
