Jacksonville Beach Agency Approves Grants to Boost Local Business Facades

The meeting saw considerable enthusiasm for Breezy’s coffee shop application. Breezy’s plans to undertake extensive renovations, including roof replacement, new windows, doors, siding, structural enhancements, landscaping, and lighting to boost nighttime visibility. The project’s total cost is expected to surpass $143,900, with the agency granting the maximum award of $50,000.
A point of discussion was the Return on Investment (ROI) evaluation, which while not strictly necessary, is used to guide decision-making when funds are limited. Breezy’s application scored a favorable 22 out of 25, facilitating unanimous board approval.
Similarly, the Caribbean Connection, adjacent to Breezy’s, proposed facade enhancements, including new composite siding and structural upgrades like a pergola and architectural awning. This project, too, received unanimous approval for the full $50,000 grant, with the board expressing optimism about the positive impact these improvements could have on Third Street.
In another area of interest, a facade grant for the property at 102 6th Avenue North was deliberated. The property, noted for its high vacancy rate, is slated for stucco repair, exterior painting, and updated lighting to improve its attractiveness. While the board was keen on these aesthetic enhancements, concerns were raised about the long-standing vacancy issue, emphasizing the need for strategic plans to draw new businesses post-renovation.
The meeting also addressed administrative matters, specifically amendments to the art committee bylaws. Proposed changes included adjustments in the number of committee members and staggered term limits, aimed at maintaining continuity and functionality. While term limits were seen as a way to encourage turnover, concerns were voiced about recruiting enough qualified candidates, given Jacksonville Beach’s small population.
Members discussed the potential to expand geographic eligibility for board members, recognizing that limiting membership strictly to Jacksonville Beach residents might hinder the recruitment of qualified applicants. A suggestion was made to consider a broader geographic area while maintaining a consistent approach with other city boards.
The board also tackled procedural changes regarding board member appointments, advocating for staggered terms to prevent simultaneous vacancies. Continuous advertising for board positions was proposed to ensure a steady influx of new members, thereby sustaining a dynamic and effective board.
Before adjourning, the board acknowledged the recent resignation of the director of planning and development, who also served as the CRA’s executive director. This development prompted discussions about filling the vacancy and ensuring effective leadership moving forward. The next meeting is scheduled for May 18th, with no workshop planned for May.
