Clark School Board Faces Criticism Over Tax Breaks Impacting School Funding
- Meeting Overview:
The Clark School Board meeting focused on the presentation and approval of the 2026-2027 school budget, a significant referendum for capital projects, and community concerns over tax breaks affecting school funding. These issues were addressed with discussions on budget allocations, staffing plans, and the implications of long-term tax incentives on district finances.
A central topic of the meeting was the concern raised by resident John Graves regarding the impact of 30-year tax breaks, known as PILOTs (Payments in Lieu of Taxes), on the school district’s funding. Graves articulated that while the district was accommodating an increasing number of students from new developments, it was not receiving corresponding tax revenue to support this growth. Specifically, he pointed to the Walnut Hill apartments, which had added 28 students to the district without additional funding due to the PILOT agreement. Graves emphasized the financial strain this placed on the district, stating, “I am concerned about how the school is going to be able to handle this,” and encouraged the board to plan for future developments.
In response, board members acknowledged Graves’ concerns and defended their financial planning strategies. They insisted they were in active discussions with the township government regarding the funding structure and were prepared to seek additional support as needed. A board member highlighted their partnership with the town council and mayor, stating, “we don’t need a seat at the table and negotiate a pilot,” though this comment was met with skepticism from Graves.
The approved budget for the 2026-2027 school year was another focus of the meeting. The budget, presented by Mr. Zudo, outlined a total operating budget of $40 million. Local taxes would contribute approximately $3.948 million, a 6.1% increase, while state aid comprised 7.5% of the total budget. Despite financial pressures, the district plans to maintain staffing levels and add positions, including a social worker and a post-graduate transition coordinator.
The budget also supports student technology needs through a Chromebook replenishment program and the introduction of a new district website with an instant messaging system for emergencies. The overall budget, totaling approximately $53 million, allocates $16 million for instruction and $4.88 million for special education costs. The presentation highlighted the importance of maintaining a healthy fund balance for staffing and budgetary flexibility.
A noteworthy achievement for the district was the recent referendum that passed with strong community support. This allows for substantial capital projects funded by a bond sale of over $34 million at a favorable interest rate of 3.74%. The funding will enable enhancements across all schools, including upgrades to fire alarms, phone systems, playgrounds, and classroom additions. Mr. Zudo expressed gratitude to the community for their backing, noting these improvements as critical for the district’s infrastructure.
The meeting also touched upon preparations for the new school year and expressed gratitude towards teachers and staff as Teacher Appreciation Week approached. Superintendent Edward Grande mentioned the approval of curriculum writers and summer reading lists, and noted that schools had complied with the wellness policy, with no recommended changes for the coming year. Additionally, the board acknowledged donations from Remax and Clark, including office desks for Valley Road School and a wrestling mat for the ALJ wrestling room.
