Raritan Planning Board Approves Site Plan for New Extra Space Storage Facility Following Detailed Review

Originally, the proposal included plans for a second four-story facility, but due to concerns about impervious coverage limits and flooding risks, the design was revised to a one-story structure. This new plan achieved compliance with the township’s zoning regulations, particularly in reducing the impervious surface coverage to 40%, in line with updated ordinance requirements.
Project engineer Matt Kunsman presented the revised site plan, highlighting changes that included a reduction in the building size to approximately 24,000 square feet and adjustments to setbacks. The front yard setback was increased to 77.5 feet, and compliance with side yard setbacks was maintained, eliminating the need for additional variances. Moreover, traffic flow was optimized with an improved ingress and egress layout to enhance site access.
The board also addressed several technical and logistical aspects of the proposal, including stormwater management strategies. The site would feature a bio-retention basin designed to handle stormwater discharge effectively, directing water through an outlet structure into existing infrastructure. Despite concerns about the capacity of the existing storm pipe, it was explained that the overall flow from the site would decrease.
Additional discussions focused on the environmental and aesthetic elements of the project. A landscaping buffer was proposed to enhance visual screening between the site and adjacent properties, and plans included the use of native plant species to comply with Environmental Commission recommendations. The lighting plan was also modified to reduce the light fixture temperature to 3,000 Kelvin, aligning with neighboring properties for consistency.
Operational conditions for the facility were established, including restrictions on outdoor storage and a slight extension of operational hours until 10 PM to match the facility’s closing time. The board and applicant agreed upon these conditions.
During the meeting, the board heard testimony from professional planner Christine Nazaro Kabone, who supported the application by detailing the variances required. These included variances for a rear yard setback for a detention facility and a lock coverage variance. Kabone argued that the variances would not detract from the zone plan or public good, and the board could grant them under the municipal land use law criteria.
The approval process was marked by a strong collaborative effort between the board and the applicant, with board members expressing appreciation for the applicant’s adaptability and responsiveness to previous feedback. The motion to approve the preliminary and final site plan, along with the necessary bulk variances, received unanimous support.
