Whittier Regional Technical School Committee Celebrates Students’ Skills USA Victories and Approves Budget Increase

The committee expressed pride in the students’ accomplishments and highlighted the dedication of the chaperones and retiring advisors, such as Jane Muskovich, who was honored with a lifetime achievement award from Skills USA.
The meeting also addressed a financial agenda, specifically the proposal to increase the Fiscal Year 2026 budget by $1,188,512. This increase involves transferring funds from the excess and deficiency account and the regional transportation account to bolster the district’s stabilization account. The business manager assured the committee that these adjustments would not impact the assessments of member municipalities, instead enabling the school to address capital projects and facility concerns. Committee members voiced their support for the proposed budgetary measures, emphasizing the importance of maintaining a healthy balance in financial reserves to prepare for future expenditures.
In addition to recognizing student achievements and addressing financial matters, the committee engaged in a discussion about the handling of unclaimed funds from graduating classes. Historically, unclaimed funds from student activity accounts were transferred to a general student activity fund, which currently holds over $10,000. The auditor proposed redirecting these unclaimed funds to the Whittier Tech Educational Foundation to assist students in need and provide scholarships. This recommendation prompted a motion, and after addressing questions about the timeframe for fund claims and outreach efforts to class officers, the committee voted in favor of amending the motion to ensure clarity on the transfer of unclaimed funds. The decision was then sent to the policy subcommittee for further deliberation.
The meeting continued with updates on various activities and events, including the school’s participation in the MSBA’s eligibility stage process and discussions on a potential new regional agreement with local legislators. The committee also reviewed the school choice participation plan for the 2026-2027 school year, ultimately deciding not to allow school choice due to a significant waitlist for in-district students.
Further discussions covered upcoming senior activities, the early college ceremony, and various field trips, including one to the Portsmouth Naval Shipyard and another to Atlanta for the National Skills USA competition. Concerns were raised about the announcement of the next RACK meeting, with a commitment to improve communication about meeting locations.
As the meeting progressed, the committee reviewed the results of a self-evaluation survey, which prompted discussions about the clarity and effectiveness of the evaluation tool used for committee members. A suggestion was made to refine the tool to facilitate better feedback and goal-setting. The meeting concluded with a review of new policies from the Massachusetts Association of School Committees that need to be integrated into the student-parent handbook for the upcoming school year.
