Ayer-Shirley School Committee Deliberates on Drainage Projects, Site Visits, and Environmental Concerns
- Meeting Overview:
The Ayer-Shirley Regional School Committee meeting addressed multiple topics, with discussions on drainage improvements, the management of wetland areas, and the enhancement of community spaces.
The meeting delved into plans for the Lincoln Hills construction project, focusing on the replacement of storm drains. The existing drainage system, consisting of aging pipes, has led to frequent backups and inefficiencies, particularly on the east side of the Harford Road. The proposed work involves replacing two catch basins and realigning the drainage outlet to improve water flow. Erosion control measures, such as silt fences and straw waddles, are to be implemented to prevent sediment runoff during construction. The committee discussed the capacity of the new drainage structure, confirming that the new outlet would maintain a 24-inch diameter, consistent with the current system. These improvements aim to enhance the overall drainage efficiency, addressing sediment accumulation issues that have plagued the area.
Additionally, the committee reviewed a request for determination of applicability for the removal of an old culvert at BL Street/Peron Park. The culvert’s poor condition has contributed to water backup issues, and the plan is to remove it without replacement, restoring the area to its original state. Concerns about erosion and sediment control during the removal process led to plans for sedimentation measures to protect the downstream environment. The committee deemed a site visit beneficial to further assess the situation before making a final determination. This visit was scheduled for May 23rd, considering potential conflicts with Memorial Day weekend.
Another topic was the proposed amendment to the order of conditions for New England Power Company’s project at the Zero Bishop Road substation. The original project involved expanding the fence line and addressing wetland impact due to increased water flow into the wetland replication area. This increased water flow, following the town’s clearing of a culvert, adversely affected vegetation growth within the replication area. The committee discussed revisions to the original design, including creating additional compensatory storage and altering elevation contours to facilitate better water drainage and support vegetation establishment.
The meeting also touched on the East Main Street Pocket Forest project, with plans for a community workday scheduled for May 30th. The initiative aims to reestablish pathways and introduce new flora, given the previous plantings’ failure to survive. Community involvement is a key aspect of this project, as public participation is expected to bolster the efforts.
In addition to these projects, the committee addressed signage concerns within the High Meadow Conservation Area. A proposal was made to replace existing signs with new ones, with a budget of $1,800 per sign, including installation. The deteriorating condition of a sign on Goten Harvard Road was emphasized. The committee debated the practicality of different sign sizes, considering the benefits of larger displays against potential savings from smaller models. The decision on signage will be contingent upon further authorization and budget considerations.
Finally, the meeting included discussions on the 71 Sandy Pond site, where members expressed dissatisfaction with the current amenities. The existing hiking trail, spanning only 200 yards, was deemed insufficient for family engagement. Suggestions were made to relocate recreational facilities, like a basketball court, to a more suitable location across the street. The committee emphasized the need for active play spaces for children, considering a previous concept for a nature playground that was abandoned. Upcoming select board meetings were identified as critical opportunities for members to voice their concerns and ensure community input in the design process.
