Septic System Overhaul and Dock Approvals Dominate Westport Conservation Commission Meeting
- Meeting Overview:
The Westport Conservation Commission convened recently to address significant proposals, including a septic system upgrade on Driftwood Road, multiple dock constructions, and several compliance certificates.
The meeting commenced with a detailed presentation by Matt Pike from Southcoast Engineering regarding a septic system repair on Driftwood Road. The property, previously dependent on outdated cesspools, was proposed to transition to a consolidated, more efficient system. The new system’s design places the soil absorption system 56.4 feet from a bordering vegetated wetland, a critical consideration for environmental protection. Measures such as installing a silt sock line were discussed to prevent sedimentation into the wetland. A commission member raised concerns regarding compliance with the Board of Health, leading to a contingent approval of the proposal, pending health board review. The commission underscored the importance of upgrading cesspool systems.
Another focal point of the meeting was the approval process for dock constructions, with multiple projects under scrutiny. Jonathan Levy presented a proposal for dock construction and waterfront activities at Grove Road, which was deferred for further revisions. The commission emphasized revising plans to reflect accurate flood zone elevations and minimizing environmental impact within the 100-foot setback from the mean high water line. Similarly, John Foley’s proposal for a new fixed pier on River Road was addressed. Modifications had been made since an earlier hearing, such as raising the dock’s elevation to 9.4 feet to comply with salt marsh regulations and excluding through-flow decking where unnecessary. The commission’s approval, contingent on these adjustments, demonstrated a procedural approach to ensure compliance with environmental regulations.
Further, the commission reviewed a dock installation proposal by Timothy Toomey on East American Legion Highway. The design included raising the dock to clear a salt marsh and adding a kayak access ladder. The use of helical piles and a handheld backpack unit were recommended to minimize equipment impact. Through-flow decking was specified for wetland areas, and the proposal received unanimous approval after confirming no additional questions from the commission.
The commission also processed several requests for certificates of compliance. Notably, Jonathan Levy’s request for a property on Drift Road, associated with file SE82243, was granted after verification of successful mitigation planting. The commission recognized that the vegetation, predominantly cattail-dominant, had stabilized. Similarly, compliance requests for Michael Brolanti’s storage building on State Road and Ronald Oliveira’s subdivision roadway on Stacey Lane were approved after confirming adherence to the original plans. The commission also agreed to extend the maintenance file for Douglas Clark’s beach project on East Beach Road for three years under existing conditions.
Financial matters were addressed, including approval of advertising expenses and mileage reimbursement for a commission member. The commission ensured proper financial oversight by approving these expenditures unanimously.
