Franklin Environmental Commission Backs Opposition to Gas Pipeline Project
- Meeting Overview:
In a move, the Franklin Environmental Commission voiced collective support for a letter opposing the Northeast Supply Enhancement Project, a controversial initiative that includes plans for a gas compressor station and a pipeline under Raritan Bay and New York Harbor. The project, criticized for its potential environmental repercussions, was a focal point of the commission’s recent meeting, which also covered a newly passed ordinance regulating the B1 business zone, among other topics.
The meeting featured a passionate appeal from Linda Powell, a community member who presented a letter urging the governor to oppose the gas pipeline project. Powell outlined several environmental and public health risks associated with the project, highlighting the potential release of toxic substances and the detrimental impact on local water and air quality. She further criticized the state’s decision-making process, arguing that it overlooked the public opposition to the project. This proposed endorsement materialized in a motion, which was passed as members expressed their solidarity with Powell’s stance against the pipeline.
The commission’s attention then shifted to a newly passed ordinance targeting the B1 business zone. The ordinance imposes stricter regulations on warehouse construction, capping the size of new warehouses at 150,000 square feet—a significant reduction from the previous 400,000-square-foot limit. Additionally, the ordinance introduces requirements for setbacks and tree plantings and prohibits data centers due to concerns over environmental impacts related to power and water usage. Warehouses are also restricted from being built more than a mile from Route 287’s entrances or exits. The chair emphasized the importance of enacting this ordinance promptly to preempt a surge of new warehouse applications.
Other discussions during the meeting included a proposed site plan for a project on Kasa Street, which involves building a small ranch house. The plan raised concerns about the preservation of a large, notable tree on the property, which the commission discussed as essential to retain due to its size and environmental significance. Members debated the impact of construction on the tree’s root system, the necessity of tree protection fencing, and the potential use of permeable paving for the driveway to manage water runoff. The commission underscored the need to prioritize the tree’s health in its recommendations to the builders.
The commission also considered a home energy assessment initiative linked with Sustainable Jersey and PSENG. The program aims to promote energy-saving measures by conducting home assessments, primarily targeting economically disadvantaged neighborhoods. Most assessments would be free, although some might incur nominal charges. The commission discussed applying for a grant to reimburse residents for any assessment costs, emphasizing the program’s potential benefits and contributions to Sustainable Jersey’s certification. Concerns were raised about upfront costs for residents and the transparency of potential upgrade costs following assessments. The program aims to enhance community engagement and environmental sustainability, with the commission recommending council approval to proceed.
The Shade Tree Committee’s efforts to amend an ordinance related to tree replacement fees were also highlighted. The committee successfully increased the fee from $30 to $300, aligning it with current market rates. However, the commission expressed frustration over the lack of periodic reviews of this fee. The meeting also revisited discussions about the definition of a tree within the ordinance, advocating for clarity and consistency.
