Southwick Awards Pickleball Court Contract to Massa Landscaping Amidst Financial and Operational Planning
- Meeting Overview:
In a move, the Southwick Park and Recreation Commission awarded the contract for constructing new pickleball courts at Wally Park to Massa Landscaping, after a detailed presentation by Rob Leec from Arbec Associates. The commission, prioritizing this project, highlighted the importance of timely execution and effective communication to ensure the courts are ready for community use as soon as possible.
The commission’s decision followed a rigorous bidding process, which saw several companies vying for the contract. Massa Landscaping emerged as the low bidder with an offer of $478,898, lower than the highest bid of approximately $587,789. Despite a bid of $571,800 from HM Nunes and Sons, a missing addendum disqualified their proposal. Leec assured the commission of Massa’s qualifications, citing their successful completion of a similar project in South Hadley. A motion to award the contract to Massa was made, seconded, and unanimously approved by the commission members present.
Discussions during the meeting emphasized the logistical aspects of the project, including pre-construction meetings, project schedule reviews, and payment requests. There was also concern about the timeline for construction and potential penalties for delayed completion. Members stressed the need to start the project promptly to avoid unnecessary delays and ensure the courts are ready for community use in a timely manner.
The conversation also touched on the technical details of construction. Proper drainage was emphasized to prevent water pooling, and the importance of grading techniques before asphalt paving was highlighted. Electrical aspects were discussed, including insights into the building’s electrical panels and necessary controls for lighting. Aesthetic considerations were not overlooked, with plans for a pavilion that matches the main one in color and roofing. The commission expressed enthusiasm about the new courts, noting that having multiple courts in one location would boost participation and community engagement in pickleball.
In addition to the pickleball courts, the commission addressed several other topics. The maintenance and potential replacement of the aging Toro mower were discussed, with the equipment described as nearing the end of its operational life. Quotes for new mowers ranged from $19,000 to $100,000, with considerations about using funds from the Wall-E Park account, which currently has about $100,000 available.
Staffing for maintenance was another concern, as one individual had been handling tasks alone at the season’s start. There were plans to introduce part-time help, with one candidate already identified and an offer extended to a commission member to pass along the opportunity to their grandson.
The meeting also covered the status of the splash pad, which was set to open in time for Memorial Day weekend after successful winterization efforts. Additionally, the commission approved a request from the Rotary Club to hold concerts on eight Wednesdays during July and August.
Field maintenance and scheduling issues were a recurring theme, with concerns about the playability of the 90-foot diamond due to misalignment and wet conditions. New staff were expected to help manage these challenges as the season progressed.
The commission also dealt with the aftermath of a recent rail trail cleanup, which raised issues with the conservation department due to improper disposal of trimmed branches. A response had been prepared to assure that such actions would not be repeated.
Moreover, the commission faced challenges in staffing, particularly in hiring a new director, with only one application received so far. The demanding job description compared to the compensation offered was a concern, potentially affecting the attraction of qualified candidates. The need for lifeguards for the town beach was also discussed, with plans to open the beach in mid-June contingent upon sufficient staffing.
