Sparta Expands Preschool Program Through Cost-Effective Lease with Jefferson Township
- Meeting Overview:
In a detailed session, the Sparta School Board explored a cost-effective lease agreement with Jefferson Township to address overcrowding in its preschool program. The board discussed using the Milton School to accommodate the expanding preschool universe required by the New Jersey Department of Education.
The board’s primary focus was on a strategic lease agreement with Jefferson Township to utilize the Milton School for Sparta’s preschool program. The agreement aims to address overcrowding at Alpine Elementary School and meet the state’s mandate to serve 360 preschool students. The superintendent outlined the need for additional space, noting current facilities at Alpine and Helen Morgan schools have resulted in a waitlist of 88 students. Milton School, which Jefferson Township can offer due to surplus space, will house 14 classrooms dedicated to preschool education. The move will alleviate overcrowding by relocating in-district preschool classrooms from Alpine and Helen Morgan Schools to Milton School.
Financial prudence and flexibility were key factors in the board’s decision-making process. The lease agreement includes provisions for termination to safeguard against future financial constraints, allowing the board to withdraw, particularly if there is a loss of funding or if student enrollment declines. The superintendent emphasized that the collaboration would not exceed current preschool expenses, and a full-time principal, teachers, and other staff would be funded through preschool education grants. Additionally, the board is planning strategically located bus hubs to minimize travel time for preschool students.
The board also addressed community concerns, including public inquiries about the Milton School’s readiness. Residents expressed worries about the building’s condition, the absence of a playground, and transportation logistics. The board reassured that preparations for the school would ensure its readiness by the next academic year, with plans for gymnasium access for preschool students. However, the board acknowledged that current preschool programming follows a play-based curriculum, differing from K-2 offerings.
In tandem with preschool expansion, the board discussed proposed changes to the middle school schedule, emphasizing a shift to a nine-period day from the current eight-period format. This adjustment aims to balance class sizes across academic and elective courses and introduce a cycle system for sixth and seventh graders. The new schedule also proposes changes to elective offerings and world language courses, reducing them from four languages to two—Spanish and French—to streamline language continuity from elementary through high school.
Additionally, the board addressed the rising employee healthcare costs and their impact on school budgets. A resolution was presented, calling for state-level intervention to alleviate these financial pressures. The resolution highlighted the need for immediate and long-term reforms to ensure fiscal sustainability without compromising educational quality.
Financial discussions extended to the approval of personnel and policy items, with a focus on updating technology policies and ensuring compliance with legal standards, particularly regarding artificial intelligence and cell phone usage. The board also reviewed and extended the license for the Envision Mathematics program through the 2026-2027 school year, allowing for continued evaluation of alternative programs like I Ready.
Public comments underscored concerns about communication and transparency regarding the preschool program’s expansion and other school board decisions. Residents expressed dissatisfaction with the lack of timely updates and engagement from the board, prompting assurances of improved communication moving forward.
