Carter’s testimony resonated with the board members, highlighting the sentimental value attached to the lot and the intention to create a home for himself and future family members.
The board heard from Donna Bullock, an engineer from Morgan Engineering, who elaborated on the technical aspects of the application. Bullock provided an overview of the existing site conditions and outlined the proposed structure’s features, such as a two-story design with adequate parking space without needing a variance for the number of spaces. She addressed concerns from a letter by Colliers, which identified maintenance and offsite improvement issues, assuring the board of compliance with the recommendations, including potential seepage solutions during pre-construction discussions.
Architect Logan Dry contributed to the dialogue by presenting the design elements of the proposed duplex. Dry confirmed his credentials and experience, detailing the two modest side-by-side units, each with a basement and two stories. He explained that the design was constrained by the lot’s dimensions, and the desired aesthetic was a sloped roof to align with the neighborhood’s character. Dry presented facade options, ensuring compliance with egress and fire safety regulations, and clarified the basement’s intended use.
Throughout the discussions, board members scrutinized aspects such as parking provisions and the classification of the structure as a duplex. Concerns were raised about the potential misuse of basement egress windows, but Dry assured the board that the design would adhere strictly to its intended purpose, with no provisions for bedrooms in the basement.
A motion to grant the application was made and seconded, followed by a roll call vote that saw all members in favor. With the approval, the board concluded the meeting, signaling the preparation of a resolution for a future date and adjourning without further business.
