New Milford Borough Council Plans Referendum to Boost Open Space Trust Fund
- Meeting Overview:
During a recent New Milford Borough Council meeting, discussions centered on a proposed increase to the open space trust fund, which would require a public referendum. The fund, originally established in 2000 and renewed in 2012, has been instrumental in financing local parks, playgrounds, and recreational projects. The council aims to increase the fund by adding a half-cent per $100 of property valuation, which would need voter approval in the upcoming elections. The proposed increase is projected to cost the average homeowner an additional $60 annually, based on a $600,000 home value.
The council’s focus on the open space trust fund emerged from the necessity to address the aging infrastructure of local recreational facilities, particularly the turf fields that have not seen a maintenance cost increase since the fund’s inception. A council member noted the wear and tear on these facilities due to high usage and time. The council recognized the urgency of advancing this proposal to meet the deadline for inclusion on the ballot, with discussions reflecting a consensus on the importance of maintaining and improving community spaces.
In addition to the proposed trust fund increase, the council discussed an ordinance concerning the regulation of bicycles and electric scooters. The new ordinance aims to educate users rather than impose penalties, focusing on safe riding practices. However, the ordinance did not address helmet regulations, which raised safety concerns among council members, particularly regarding young riders. Despite these concerns, the ordinance was adopted after a brief discussion, with the understanding that future enforcement measures might be necessary.
The council also examined recommendations from the planning board related to zoning ordinances. The proposal seeks to allow expansions of pre-existing non-conforming structures without requiring a variance, provided the expansion does not alter the non-conforming aspect. A council member explained the procedural requirements for proving such conditions, including the need for surveys. The council agreed on further deliberation and drafting an ordinance to address this matter.
Community engagement was highlighted through several upcoming events, including the America 250 decorating contest, co-sponsored by the New Milford Police Department, and the “Names Not Numbers” event featuring high school interviews with Holocaust survivors. Other notable events include the New Milford Athletic Department’s golf outing and the Red, White, and Blue Barbecue hosted by the VFW on July 4th.
Additionally, the annual National Night Out, organized by the local police department, will feature fireworks and take place on August 4th at Kennedy Memorial Field.
The meeting also acknowledged a successful event organized by the New Open Arts Committee at the YMCA, featuring performances by notable artists such as Barbara Allen and Vivian Davis. Plans for future arts events were briefly mentioned, with intentions to schedule them for late spring or early summer next year.
Further updates included a report on a grant application for $421,292 to refurbish and upgrade lighting at the Kennedy Field Tennis Courts. This matching grant awaits feedback from Bergen County Open Space. The council expressed hope for a positive outcome, as this project aligns with their broader goals of improving local recreational facilities.
